Orange County Personnel Ordinance Issue Date: January 25, 2011 <br />7.1.1 The department head may request a classification study of an established <br />position as changes are identified in the position. (See Item 5.4.2) <br />7.1.2 The Personnel Department may initiate classification studies of individual <br />positions, occupational groups of positions or organizational groups of <br />positions as necessary to determine the classifications are current. In <br />planning studies of groups of positions, the Personnel Director advises the <br />Manager and the Manager notifies the Board of County Commissioners of <br />the planned study, as appropriate. <br />7.1.3 An employee who believes his or her position is improperly classified may <br />submit a request to the department head that the classification of his or her <br />position be studied. <br />If the department head decides study is warranted, he or she submits the <br />request to the Personnel Department. If the department head decides study <br />is not warranted, he or she advises the employee of this decision. The <br />employee may appeal such a decision through the Orange County <br />Grievance Procedure. <br />7.2 Effective Date <br />i - <br />A reclassification of a filled position to the same or higher salary grade is effective <br />on the first pay period beginning date following 30 days from the date complete <br />information is received in the Personnel Department. If the reclassification is to a <br />lower salary grade, it is made effective on a current basis. <br />7.3 Assignment to a Lower Salary Grade <br />When a classification study of a filled position results in the assignment of that <br />position to a class at a lower salary grade, the following occurs: <br />7.3.1 If the reassignment results from changes in the position's duties and <br />responsibilities, the position classification and salary grade and the <br />employee's classification and salary grade are reduced to the new (lower) <br />classification and salary grade. The salary is handled as provided for a <br />reclassification in Article V of this Ordinance. <br />7.3.2 If the reassignment results from factors other than changes in the position's <br />duties and responsibilities such as labor market: <br />-The position is assigned to the new (lower) classification and <br />salary grade. <br />Article VI - Page 4 <br />
