The problem is <br /> financing the deinstitutionalization of the mental health system and reducing the total system by 700 beds. <br /> Commissioner Brown said that there was$75 million set aside for the counties to set up programs and <br /> be in a position to supply services to people that were going to be transitioned. This was considered not enough at <br /> all, and now there is nothing. <br /> Commissioner Gordon said that she could not resist saying that this is another example where we <br /> could cut services or raise taxes and we would not be gaining anything. <br /> The resolution is stated below. <br /> RESOLUTION OF THE BOARD OF COMMISSIONERS OF <br /> ORANGE COUNTY, NORTH CAROLINA <br /> WHEREAS, N.C.G.S. §122C-115(a) requires each county in North Carolina to provide mental health, <br /> developmental disability and substance abuse services either through an area authority or a county program <br /> established pursuant to N.C.G.S. §122C-115.1, and <br /> WHEREAS, N.C.G.S. §122C-115.1 authorizes counties to enter into multi-county programs created <br /> through inter-local agreements pursuant to N.C.G.S. §160A-460, et sec., and <br /> WHEREAS, N.C.G.S. §122C-115.2 allows the Board of County Commissioners or two or more Boards of <br /> County Commissioners jointly to establish an area authority with approval of the Secretary of the Department of <br /> Health and Human Services, and <br /> WHEREAS, the Boards of Commissioners of Orange County, Person County and Chatham County intend <br /> to form a three county public entity to serve as the local management entity ("LME") for Orange, Person and <br /> Chatham counties, and <br /> WHEREAS, by January, 2003, Orange County, Person County and Chatham County, through a mutually <br /> agreed upon entity, either an area authority or county program, will provide as a joint effort of the three counties, for <br /> the development, review and approval of a business plan for the management and delivery of mental health, <br /> developmental disabilities and substance abuse services with detailed information on how the area authority or <br /> county program will meet State standards, laws and rules ensuring quality mental health, development disability <br /> and substance abuse services, including outcome measures for evaluating program effectiveness. <br /> NOW, THEREFORE, the Board of Commissioners of Orange County by adopting this resolution establish <br /> its intent to form a three-county public entity to serve as the local management entity for the provision of mental <br /> health, developmental disability and substance abuse services in Orange, Person and Chatham Counties and, <br /> upon the formation of the three-county public entity, the three-county public entity will submit a local business <br /> plan in January, 2003 as a joint effort of Orange, Person and Chatham Counties. <br /> VOTE: UNANIMOUS <br /> 6.
