relocation assistance through federal and state emergency management grant funds <br /> under FEMA's Hazard Mitigation Grant Program (HMGP); and <br /> WHEREAS, HMGP administrators have indicated to County staff that instead of <br /> demolishing and landfilling the demolition material from these houses, it is an acceptable <br /> alternative under the grant program for the County to relocate and reuse these houses; <br /> and <br /> WHEREAS, Orange County has determined that the relocation and reuse of these <br /> homes is preferable to the other available disposition options; and <br /> WHEREAS, County staff have outlined plans under which one home would be moved to <br /> Little River Park as a caretaker residence and the other home would be moved to the <br /> Pine Knolls Community and used for affordable housing purposes; <br /> NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of <br /> Commissioners does hereby direct the Manager and staff to: <br /> 1) carry out the relocation and reuse plans outlined by staff to remove and relocate the <br /> two Heritage Hills houses; <br /> 2) use Affordable Housing Trust Fund money or 2001 Affordable Housing bond <br /> proceeds for the Pine Knolls house, and use as the source of funds for the Little <br /> River Park house a funding mechanism yet to be identified by staff and approved by <br /> the BOCC, to pay those project costs not covered by FEMA/State grant money and <br /> Durham County's share of the Little River Park house relocation; <br /> 3) take all administrative and financial steps necessary to carry out these plans; and <br /> 4) execute all documents associated with completion of the removal and relocation <br /> project consistent with the provisions of the HMGP grant agreement previously <br /> executed between the County and the State of North Carolina. <br /> This, the 17`h day of September, 2002. <br /> VOTE: UNANIMOUS <br /> 6. Recognition of H2Orange Drought Response Program <br /> The Board officially recognized the newly implemented H2Orange Drought <br /> Response Program. <br /> John Link said that some weeks ago the Board asked the staff to educate <br /> citizens about the drought in a comprehensive way such as providing a way for citizens <br /> to acquire water under emergency conditions, creating programs for internet use and the <br /> telephone system to receive information about their conditions related to the drought. <br /> John Link recognized some of the staff that had worked on this the past few <br /> weeks.
