Chair Jacobs said that we did set aside some money in this year's budget cycle <br /> for the Lands Legacy program and pay as you go funds. He believes that the Lands <br /> Legacy program also includes monies for the development of our facilities and not just to <br /> purchase land. He said that we should look at the full gamut of funding streams and see <br /> if we can find one that is more suited. <br /> Commissioner Halkiotis said that he thinks this is a wonderful opportunity <br /> because we have been talking about having a living presence at Little River Park. He <br /> thinks that moving the other house to the Pine Knolls community fits in so well with the <br /> County's effort on affordable housing. <br /> Rod Visser said that they will go ahead and conduct several environmental <br /> inspections of the houses. There are no indications that there are problems. They will <br /> check for toxic mold and asbestos. <br /> Commissioner Carey asked if a lot in Pine Knolls has been identified and what <br /> group we would be working with to make that happen. <br /> Housing and Community Development Director Tara Fikes said that there is a lot <br /> on Wentworth Street and she has talked with all three of our major non-profits— Habitat <br /> for Humanity, Orange Community Housing and Land Trust, and EmPOWERment. They <br /> have not selected the organization to work with yet. <br /> Chair Jacobs said that we were having trouble with getting FEMA to <br /> acknowledge the efficacy of deconstruction as opposed to demolition. He asked Rod <br /> Visser what changed. Rod Visser said that our consultants have done a great job and <br /> have assured that there is enough eligible activities that we will be able to exhaust all of <br /> the $30,000 that is allowed for demolition. <br /> A motion was made by Commissioner Gordon, seconded by Commissioner <br /> Halkiotis to approve and authorize the Chair to sign the resolution as stated below, <br /> authorizing the project to proceed with the following change: #2 under Now, Therefore <br /> will read, "Use Affordable Housing Trust Fund money or 2001 Affordable Housing Bond <br /> proceeds for the Pine Knolls house and use as a source of funds for the Little River Park <br /> house a funding mechanism yet to be identified by staff and approved by the Board of <br /> Commissioners to pay those project costs not covered by FEMA/State grant money and <br /> Durham County's share of the Little River Park house relocation." <br /> A RESOLUTION APPROVING THE EXPENDITURE OF FUNDS TO RELOCATE AND <br /> REUSE TWO HOMES DAMAGED BY HURRICANE FLOYD AND <br /> SUBSEQUENTLY ACQUIRED BY ORANGE COUNTY <br /> WHEREAS, two homes on Yorktown Drive in the Heritage Hills subdivision in southern <br /> Orange County suffered significant flood damage as a result of Hurricane Floyd in <br /> September 1999; and <br /> WHEREAS, both houses were repaired and restored to livable conditions; and <br /> WHEREAS, the Federal Emergency Management Agency (FEMA) provides grant <br /> funding to assist eligible applicants to relocate to other housing, consequently <br /> eliminating previously occupied houses from floodplains under the assumption that the <br /> cost of voluntary acquisition will be less than the cost of repairs from repeated floodings <br /> over the years; and <br /> WHEREAS, Orange County acquired the two Heritage Hills properties in question in Fall <br /> 2001 following the successful application by both homeowners to receive buyout and <br />
