Chair Jacobs said that they tried to get the Friday Center to set up recycling bins, <br /> which they did. They usually neglect to do this. <br /> Commissioner Halkiotis asked that the Board send the Friday Center a letter <br /> praising them for using recycling bins. <br /> Chair Jacobs said that he and Commissioner Halkiotis had lunch last week with the <br /> Chancellor and they brought this issue up. <br /> Commissioner Brown said that she was at the meeting and it was very inspiring. <br /> What came to her attention in her group was that everyone missed the Orange Book. <br /> This was a book that Former Clerk to the Board Beverly Blythe developed, distributed <br /> and updated every quarter that would allow people all over the County to look up <br /> services and service providers. This has not been done for several years, but maybe it <br /> needs to be done again. <br /> Commissioner Halkiotis said that the schools relied on the Orange Book heavily <br /> and would like to look at opportunities to it bring back. <br /> John Link said that the Human Services Management team had a discussion on <br /> the Orange Book today and that we may need to reengage it as a document and have <br /> an internet Orange Book as well. <br /> Commissioner Brown asked to put this on a work session to discuss. <br /> John Link said that perhaps Gwen Harvey could refer it to the Human Services <br /> Management Team to come back with some proposals. <br /> Chair Jacobs said that it should be communicated to the Human Services Advisory <br /> Commission because it would be nice to include them in this process. <br /> Chair Jacobs asked Planning Director Craig Benedict to give an update on the <br /> former preserve. <br /> Craig Benedict said that this project has been known as Hillsborough Place, Corbin <br /> Downs, and now Water Stone. This is the 340-acre project south of Hillsborough on old <br /> NC 86, new NC 86, and the northeast quadrant of 1-40. This has been to public hearing <br /> with Hillsborough for annexation, rezoning, and master planning review. This will be up <br /> for the 2"' public hearing on Thursday night. The applicant has made about six revisions <br /> to the master plan. The revisions include reducing the amount of residential, reducing <br /> the amount of non-residential in the economic development district, reducing the amount <br /> of single family, enlarging the potential community college site, etc. He distributed a <br /> sheet which described some of the changes. He will attend Thursday night's meeting. <br /> Commissioner Brown asked how many residential units there were. Craig <br /> Benedict said that originally there were 874 dwelling units and now there are 584 <br /> dwelling units. <br /> Commissioner Brown asked about the 17 acres that would be set aside for 584 <br /> houses and if there is developed recreation. Craig Benedict said that it would be <br /> available for whoever can program and develop the site. He said that the <br /> recommendation from the County was that the developer should develop at least a <br /> portion of the site. The developer has agreed to make water and sewer available and to <br /> grade the site. <br /> Commissioner Brown said that she would not lend her support for paying with <br /> County tax dollars, to augment this private development. She does not understand why <br /> any developer would think that we would be interested in doing that. <br /> Craig Benedict said that augmenting this land would not be for the purposes of this <br /> development, because the site would serve a lot more than the community. It would <br /> serve much of Orange County and the Hillsborough area for park needs. <br /> Commissioner Brown does not agree with this. Another thing that struck her was <br /> that they are proceeding ahead with the process and she asked about the water <br /> shortage. <br />
