an additional $1 million expenses for the County based on some of the decisions at the <br /> State level. <br /> Commissioner Brown said that she was at the Animal Protection Shelter on Airport <br /> Road in a meeting today. Two veterinarians, Dr. Rick Fish and Dr. Dwight Bellinger, <br /> were kind enough to donate their time and expertise to look at the facility and a report <br /> will be brought back to the County Commissioners. <br /> Commissioner Brown said that our Board is going to hold a Public Forum on <br /> Tuesday October 8`h at 7:00 p.m. at the Southern Human Services Center concerning <br /> the proposed changes in the mental health system. This is a very important meeting. <br /> This is an opportunity for the County Commissioners to hear concerns of all <br /> stakeholders of the mental health system. <br /> Commissioner Gordon said that today she, Commissioner Brown, the Manager, <br /> the Planning Director, the Budget Director, and Assistant Manager met to talk about the <br /> School Facilities Task Force meeting and to make sure all were prepared for that. <br /> Another thing discussed was procedures for pursuing the Schools Adequate Public <br /> Facility Ordinance and meetings of the Schools and Land Use Council. She referred to <br /> her fax (aqua colored paper) and said that this is a discussion of the various issues <br /> related to the SAPFO. She said that the letter from Dana Thompson also addresses <br /> some of these issues. She said the Schools and Land Use Council meeting on <br /> September 11`h was cancelled at the request of Dana Thompson, Chair of the Orange <br /> County School Board, because she had not received the agenda materials and she was <br /> unprepared for the meeting. She said that in the meeting today they talked about this <br /> and the Manager's office will be coordinating with the Planning Director to get all <br /> agendas out on time and to all members so that this will never happen again, not only for <br /> the Schools and Land Use Council but for all of the school related issues. The other <br /> thing that was discussed is that the County is the lead entity and the County should be <br /> proactive to make sure the Schools Adequate Public Facility Ordinance does go forward. <br /> She said that the Manager believes that there is a possibility to have a work session on <br /> October 15`h at 5:30 p.m. She thinks this will reinforce the County's commitment to the <br /> SAPFO process. There have been some problems getting materials out to the SLUC in <br /> a timely manner, but there was never any intention to exclude anyone. The SLUC <br /> meeting has been rescheduled for September 25`h. Part of the agenda is to generate a <br /> letter to inform everybody on where the County stands on the SAPFO and what it is <br /> going to take to get the MOU passed by November 15`h and the ordinance in place by <br /> February 15, 2003. <br /> Chair Jacobs said that he has been told that we need to designate Evelyn Cecil, <br /> Assistant to the Clerk, as official recorder for tonight's Commissioner's Meeting. <br /> A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey <br /> to designate Evelyn Cecil, Assistant to the Clerk, as official recorder for tonight's <br /> Commissioner's meeting. <br /> VOTE: UNANIMOUS <br /> Chair Jacobs asked Gwen Harvey to give a report on the Human Services <br /> Advisory Commission Forum on abuse of children, teens, adults, and seniors. <br /> Gwen Harvey said that there were about 125 people registered to attend. She said <br /> that the forum was very successful. There was a panel presentation and there were <br /> breakout groups. The recommendations will be coming later in the form of a written <br /> report from the Human Services Advisory Commission. She thanked the two Chair <br /> people, Rosetta Wash and David Thompson. She also thanked Corinthia Barber, <br /> Melissa Sechrist, Beachie Savage, and Kimberly Cannon. <br />
