Commissioner Halkiotis said that he would only like to consider the bid and <br /> postpone the remainder of the items. <br /> Commissioner Gordon acknowledged that the Chapel Hill Parks people are <br /> here and she would like to put this item at the top of the October 1't agenda. <br /> Geoffrey Gledhill continued and said that the joint planning agreement <br /> requires that any amendments to the text of the Orange County Zoning and Subdivision <br /> Ordinances that will apply in the rural buffer that we provide the towns 30 days before <br /> the public hearing an opportunity to give comment. <br /> Chair Jacobs made reference to page 7, number 2 and asked if the Board <br /> would have another opportunity to refine the list. <br /> Geoffrey Gledhill said that this is the third time on the agenda and each time <br /> it has gotten a little longer. It is not intended to be all inclusive and the Board can add <br /> things to the list. <br /> Chair Jacobs mentioned affordable housing and Geoffrey Gledhill said that <br /> inclusionary zoning is problematic in this step at this time. Some day it might not be <br /> problematic. <br /> Chair Jacobs said that we have talked about sidewalks and walkways. He <br /> also said that there is some discussion in the water and sewer boundary agreement <br /> about oversight by the utility that has the sphere of influence and if we are going to have <br /> community systems, we may want to have them be in accordance with standards <br /> established by the utility. He would like this to be addressed. <br /> Commissioner Brown said that the environmental issues are not addressed <br /> here (wildlife corridors, wetlands, etc.). She thinks there needs to be something about <br /> the environmental issues based on what was put in the comprehensive plan. <br /> Craig Benedict said that he could augment this list and have it for the Board's <br /> review. <br /> Commissioner Gordon asked if the number of lots could be held open <br /> because a special use permit is expensive and time consuming. She can see where 20 <br /> acres or lots need to be reviewed and in some cases where it would not need to be <br /> reviewed. <br /> Chair Jacobs said that this is part of the public hearing process to hear <br /> people's reactions. <br /> Commissioner Gordon suggested saying 20 acres and a major subdivision or <br /> 20 or more lots just to get it out there. <br /> Geoffrey Gledhill said that it could be created as an alternative. <br /> Chair Jacobs asked for a motion authorizing steps 1-5 with the two <br /> alternatives under#1 - either creating 20 or more lots or 20 acres and a major <br /> subdivision. Also, there will be more clarity about walkways and the utility's interest <br /> areas related to community systems. <br /> Commissioner Brown suggested making 'g' Natural Resource Protection as a <br /> general category. <br /> A motion was made by Commissioner Halkiotis, seconded by Commissioner <br /> Carey to authorize steps 1-5 on pages 7-8 of the agenda abstract, with two alternatives <br /> under#1 — 20 acres or 20 or more lots (may be less) and as amended above. <br /> VOTE: UNANIMOUS <br /> Chair Jacobs asked to be excused from 9-c due to a financial conflict of <br /> interest. <br /> Commissioner Gordon asked what the conflict was and Chair Jacobs said <br /> that this is a contract with CCB and he works with the CCB Trust Department. <br />
