Craig Benedict said that a 30-lot subdivision can have a traffic impact on a <br /> rural road. Some of the more critical areas that need to be evaluated are the rural areas. <br /> Commissioner Brown said that it would seem to her based on her experience <br /> that a 5 unit development has a fairly significant impact. She was thinking of Sunrise <br /> Springs. <br /> Craig Benedict said that the time frame to put a subdivision through a special <br /> use process is more time consuming for all involved. <br /> Commissioner Gordon suggested bringing both ideas forward to think about <br /> the ramifications. She said that there were two issues —the large developments and a <br /> unified development ordinance. She recommends doing the first part of this, which is <br /> the large developments and the special use process, and defer the unified development <br /> ordinance to another discussion. <br /> Chair Jacobs said that the Board could spend some time on the unified <br /> development ordinance at its retreat. <br /> John Link said that the time table is up to the Board in terms of the <br /> comprehensive plan as it may include the unified development ordinance. <br /> Craig Benedict said that the special use process would not capture <br /> everything that the County Commissioners have asked for. The LIDO is accented <br /> because it would fix the problems with the size of subdivisions and what they look like. <br /> Commissioner Carey verified that this process does not require the Board to <br /> make any decisions at this point. Craig Benedict said that the request for qualifications <br /> just gives an idea of what is out there and what it takes. It would require no money up <br /> front. <br /> Commissioner Brown said that she would like to come to some decisions on <br /> this because we need a Comprehensive Plan and we need to update our ordinances. <br /> She has no problem with a moratorium for the specific time that we would need to <br /> develop the ordinance. <br /> Commissioner Gordon said that, with all due respect, she would like an <br /> explanation of why the unified development ordinance is being recommended. She <br /> wants an explanation before she buys into this. <br /> Craig Benedict said that they took a look at all alternatives (moratorium, <br /> special use process, unified development ordinance), and he can provide Commissioner <br /> Gordon with additional information about what the LIDO does for us and what the <br /> present codes do not. <br /> Chair Jacobs suggested that, since we are not committing to go forward and <br /> we are just committing to requesting information about qualifications, we could still go <br /> forward with items 1-5 on pages 7 & 8 and then enable staff to solicit interest. This could <br /> be put on the agenda for the retreat to talk about the ramifications in detail. <br /> Commissioner Gordon made reference to #1 where it says, "Notify Carrboro <br /> and Chapel Hill regarding applicability in the rural buffer." She asked what this meant. <br /> Craig Benedict said that if we are making a change to the regulations within the rural <br /> buffer then we would let them know that we are beginning to research what this is. It is a <br /> courtesy exchange of information. <br /> Commissioner Gordon asked if Carrboro and Chapel Hill would have to <br /> approve and Geoffrey Gledhill said no because the regulations can be changed in the <br /> rural buffer provided they do not conflict with the JPA land use plan and provided that <br /> they do not result in lots less than two acres without Chapel Hill and Carrboro's approval. <br /> Chair Jacobs said that it was almost 10:30 and he asked if the Board wished <br /> to extend the meeting. <br />
