He participated <br /> in a phone conservation today with the Mayor and with the Chair of the Chapel Hill- <br /> Carrboro School Board pursuant to the resolution that Chapel Hill had passed asking us <br /> to work with them on the siting of the third high school, and this issue came up. <br /> Commissioner Brown said that this process to change this water and sewer <br /> boundary went through months and months of public meetings. She said that perhaps <br /> the school board does not realize that the properties that they are referring to have been <br /> designated by OWASA as being in the University Lake Watershed. This is the <br /> fundamental basis for moving the water and sewer boundary. It is for environmental <br /> purposes. <br /> Chair Jacobs said that when they met with the school board, they made no <br /> indication that Orange County has an opinion because the Board has not discussed it. <br /> Commissioner Halkiotis said that all of the County Commissioners did get the <br /> letter from Mayor Foy requesting involvement and requesting a telephone conference. <br /> He said that there is so much going on with construction standards and planning for the <br /> third high school and a mechanism needs to be developed to bring forward this <br /> information. <br /> Chair Jacobs said that the Mayor also asked if the Board of County <br /> Commissioners or the School Board had discussed putting the high school in Southern <br /> Park. Neither Board has discussed this. <br /> Commissioner Gordon said that, apparently, the Chapel Hill-Carrboro school <br /> system sent the Board a request to fund the evaluation of the 89 acres across from <br /> Southern Village. She has never heard anything more about this and whether it is a <br /> viable site. <br /> Chair Jacobs said that there were only three sites brought forward from the <br /> school board. He suggested asking the staff to let us know what information we have <br /> about this site and the other two sites. <br /> Commissioner Gordon asked the Manager to find the letter from CHCCS and <br /> bring it to the Board's attention and act upon it. <br /> John Link said that he did not recall seeing this letter. He did include in the <br /> Manager's memo a letter from Steve Scroggs to Dr. Pederson last week. He urged the <br /> Board to look at this information because it raises several questions about the process <br /> that the boards need to pursue as it relates to siting a high school. <br /> Commissioner Carey said that we had a group of appointed representatives <br /> to work on the third high school and he does not understand why we are getting into this. <br /> He would like to hear a recommendation from this group. <br /> Craig Benedict made reference to the urban service line and said that there <br /> has been a change from the discussion in April. One is that the water and sewer <br /> boundary management and planning map has changed and been adopted by all parties. <br /> A second thing is that plan has now been adopted as part of our JPA. <br /> Craig Benedict reported that Carrboro did not vote on the annexation tonight <br /> for the Winmore property and the adjacent UNC lands. They will probably take it up next <br /> week. <br /> Commissioner Brown said that the memorandum is not copied to anyone in <br /> Chapel Hill. Craig Benedict said that this was just for the Board's information at this <br /> time, but it can be framed in whatever manner is best to bring it to Chapel Hill's attention <br /> that we are expecting something for the October 30`h meeting. <br /> Commissioner Brown suggested a letter from the Chair to the Mayor. <br /> Chair Jacobs said that we are approving this legal advertisement with the two <br /> alternatives for A, the joint planning agreement timeline, and the non-joint planning <br />
