state providing 90 percent of the funding and Orange County providing a 10 percent
match, or $4,329.
Chair Jacobs asked the Manager if we inquired as to whether or not we could
lease with the option to buy. John Link said yes and that the answer was that there were
some challenges or issues with the State about purchasing. He referred this question to
Purchasing and Central Services Director Pam Jones.
Pam Jones said that this lease does include a buy out should the County
decide to buy it out and half of the rent would go toward the lease. They also looked at
lease versus purchase of this, and the State was unable to support the actual purchase
of it up front. This is purely a temporary measure at this point.
Commissioner Brown asked about the reference to the relocation of the OPC
Adult Treatment Program.
Pam Jones said that they had sent out a memo faxed a couple of weeks ago
that introduced this as a concept to the Board. When they were trying to put together a
space plan for the Whiffed Building, relocation during the renovation, they were looking
at putting several modular units. It would be very costly to rent four or five of these
modular units to do the clinic. They were able to work with Tom Maynard and have OPC
temporarily relocated over to 501 W. Franklin Street. Whenever the renovation is done
at Whiffed, Adult Day Treatment and Department on Aging would both relocate out of
the bottom floor of Whitted.
A motion was made by Chair Jacobs, seconded by Commissioner Gordon to
approve and authorize the Chair to sign the lease of a 2,520-square foot modular unit
from Action Mobile Industries, Inc., in which to relocate the Orange Public Transportation
staff to the Public Works facility on Highway 86N, Hillsborough, with the state providing
90 percent of the funding and Orange County providing a 10 percent match, or $4,329.
VOTE: UNANIMOUS
L Hillsborough Elementary School Renovation Capital Project Ordinance
The Board considered a capital project ordinance for Hillsborough
Elementary School renovations.
Commissioner Gordon said that she has not seen the details for these
renovations. She asked about building 300 and the addition of 100 students. She asked
how many students were on the waiting list and what happens if the demand exceeds
100.
Donna Dean said that she did not have these figures, but she will bring it
back.
Commissioner Halkiotis said that he thinks there is close to 100 people on the
waiting list and this amount has remained since it opened in 1996.
Commissioner Gordon asked what would happen if the demand exceeds 100
students. Commissioner Halkiotis that there has not been a plan to move the school
anywhere else and no more students would be put there.
Commissioner Gordon asked what it costs just to renovate building 300.
Donna Dean said that the contract was not presented in that context but all as one.
Commissioner Gordon would like these figures.
A motion was made by Commissioner Carey, seconded by Commissioner
Gordon to approve the capital project ordinance for Hillsborough Elementary School
renovations.
VOTE: UNANIMOUS
9.
