West Fork reservoir. It may be over 3 weeks before we go into Stage 6 water restrictions. Cane Creek <br />got only about 3 inches. OWASA still plans to meet with its board this Thursday to talk about asking <br />Chapel Hill, Carrbaro, and Orange County to approve even mare stringent water use restrictions in the <br />OWASA service area. <br />Commissioner Halkiotis said that he had endorsed a while back a letter to DOT District Engineer <br />Mike Mills about a stoplight at Cedar Ridge High School. We got the stoplight. He said that the County <br />Planning staff has asked about a cross walk at Grady Brown to Cedar Ridge, but it was denied by DOT. <br />Today, he witnessed first hand the Cedar Ridge football team running across the street to practice at <br />Grady Brown because the field is more established. There are two driveways that are aligned with the <br />two schools and a crosswalk could go in there. He asked the Manager to write to Mike Mills again about <br />the crosswalk. <br />Chair Jacobs suggested copying the letter to Division Manager of DOT, Mr. Galyon. <br />Commissioner Brown asked if anyone was making a list of possible DOT cross walks {one is at <br />Seawell School Road}. <br />Commissioner Halkiotis suggested asking both school systems to review the cross walk issues. <br />John Link said that he would. <br />Commissioner Halkiotis said that he was around the King junk yard on US 70 and that the cars <br />seem to be moving closer to the road. He asked that the Zoning Enforcement Officer look into this to <br />see if the cars are in the right-of-way. He would like the staff to take pictures of this. <br />Commissioner Gordon said that the Rural Planning Organization was discussed at the Triangle J <br />Council of Governments meeting. A lot of the questions that she had asked about the RPO were <br />answered. One of the issues was the name and why it was named Research Triangle. Part of the <br />reason is because this is the Triangle area. Also, if you take out the two Metropolitan Planning <br />Organizations and the fact that Johnston County does not want to join the MPO, then everything else <br />that is left is in the Triangle. They also said that people wanted to be associated with the name Triangle. <br />It is true that it would have to be approved by everybody else if we wanted to change the name. She <br />asked about the bylaws and why there was not more specificity, and it was answered that everybody <br />would have to go back and re-sign. There is every intention that there would be bylaws that would be <br />made up when the groups get together. The counties that will be involved will only have one town <br />representative. Orange County would not have a town representative. The other three counties would <br />have two representatives. The people at the Triangle J COG thought it was a good agreement. She <br />said that people are interested in having Orange County to participate. <br />Commissioner Gordon said that there is an election a week from today -September 10, 2002. <br />There will be no run-off. She said that she got a call that one of the precinct entrances is blocked by <br />court order. She asked Geof Gledhill to give a brief update. Geof Gledhill said that there is no court <br />order and the palling place is not blocked. He said that the residents of the Oaks Community challenged <br />the series of special use permits issued by the Town. In the context of that litigation, an agreement was <br />reached that resulted in all of the litigation being dismissed. The agreement was that there were two <br />roads that are planned as part of the final build out of the Meadowmont Community that will not be <br />offered as dedicated roads to Chapel Hill until July 2003. The reason for the agreement was that the <br />existing community was concerned that these new roads would make their community a thoroughfare <br />between Ephesus Church Road and NC 54. They were also concerns about the roads being used for <br />construction traffic during the build out. Geof Gledhill said the roads are blocked off by flowerpots and <br />there are other routes to get to polling place. He said that he had been told by Carolyn Thomas that she <br />would provide maps and letters to all voters in the precinct area telling them how to get to the polling <br />place. <br />Commissioner Gordon did not want anyone to be deterred to vote by this road situation. <br />Commissioner Carey made reference to a resolution concerning the 2002 drought adopted by the <br />NCACC. The NCACC will probably put together a group of County Commissioners and the League of <br />Municipalities and if anyone is interested in serving on this group, they should let Commissioner Carey <br />know. Chair Jacobs said that he might be interested. <br />Commissioner Brown asked John Link about the Planning Department and the signage ordinance <br />to see if there were any election signs out of compliance. John Link said that the Zoning Enforcement <br />Officer went out and took down a lot of them that were out of compliance. He noted that our jurisdiction <br />
