Attachme'nt <br />MATRIX OF ENFORCEMENT /DEVELOPMENT ISSUES AT LAKE ORANGE: <br />ISSUE: <br />STANDARD/REGUALTION: <br />ENFORCEMENT: <br />1. Lake Orange Water <br />The. ENO River Capacity Use Agreement, which <br />The State monitors this <br />Levels <br />establishes the water flow through the ENO river system, <br />agreement <br />and releases from Lake Orange based on water levels at the <br />Lake, ultimately determines the water level in the Lake. <br />This agreement allows for the Town of Hillsborough, the <br />Orange Alamance Water System and Piedmont Minerals to <br />withdraw as much water as the Capacity Use Agreement <br />restrictions allow (dependent on the water level at Lake <br />Orange) to address their operational needs, and provides <br />for residual in- stream flow as measured below the <br />Hillsborough in- stream flow monitoring gage. <br />This agreement is between: <br />1. Orange County, <br />2. The Town of Hillsborough, <br />3. Orange - Alamance, and <br />4. Piedmont Minerals. <br />It should be noted that a Neuse River Basin hydrological <br />study is being modeled and that the result of this study as <br />well as a new capacity use investigation could also impact <br />the water level of the Lake. <br />2.
