i <br />�Dov�!n'L-ovvn ;access S udy SUMMARYWORK1300K <br />December 2011 <br />Corridor Limits & Study Area <br />The concept design for the Downtown Access <br />Study focuses on the Churton Street corridor <br />from the Eno River to the US 90 Bypass, a <br />distance of approximately 1 mile. Detailed traffic <br />analysis was conducted for the heart of the study <br />area from Tryon Street south to Nash and Kollock <br />Street as well as the intersection of US 70 <br />Business and Churton Street just south of the Eno <br />River. While the focus of this study is on Churton <br />Street, the cross streets — particularly in the <br />downtown business and governmental core — <br />require some attention paid to treatments at <br />intersections and just beyond the main corridor. <br />Detailed design concepts extend from the Eno <br />River north to the US 7o Bypass. <br />Context Zones <br />The character of Churton Street experiences <br />distinct changes across the 1 -mile corridor <br />between the Eno River and US 7o Bypass. A <br />practical planning approach requires each <br />segment be considered for recommendations that <br />respond to the unique needs and issues of each <br />zone. From north to south, the three context <br />zones are: <br />• Context Zone is US 7o Transition <br />• Context Zone 2: Historic <br />Neighborhood <br />• Context Zone 3: Central Business <br />District <br />Zone 1: US 70 Transition <br />Context Zone i provides the northern <br />terminus of the study corridor and is <br />anchored by the North Hills (Maxway) <br />Shopping Center. The east side of this <br />segment of Churton Street includes a mix of <br />retail, services, and offices. The west side is <br />largely residential. The character transitions <br />at Corbin Street to residences and historic <br />properties. <br />Zone 2: Historic Neighborhood <br />Context Zone 2 stretches between Corbin Street and <br />Tryon Street and bridges the gap between the North <br />Hills (Maxway) Shopping Center and the historic <br />downtown. Activity at the northern intersection of <br />this zone includes Town Hall and a renovated former <br />service station. This stretch of Churton Street is <br />bordered by residences and historic properties such <br />as the Burwell School. <br />Zone 3: Central Business District <br />Context Zone 3 consists of the area from the Eno <br />River north to Tryon Street. The area is the <br />governmental and commercial heart of the Town, <br />with few residences located along or within <br />several hundred feet of Churton Street. The <br />Orange County government complex, restaurants, <br />shops, historic sites, and other public buildings <br />are located along this segment of the corridor. <br />Introduction & Background 1 -2 <br />
