~ n-For mcz -~-~" vn ~+em <br />.: , <br />9~ <br />~ <br />~~~~.r~r~~~~ ~,~ ~~.~~~~~.r~~~t, <br />.~.~r~~~.ltur~, ~~.~~ ~ ~~~~~~~i~~ <br />MEMORANDUM <br />TO: Frank Clifton, County Manager <br />FROM: David Stancil, DEAPR Director <br />DATE: February 10, 2012 <br />RE: Comprehensive Parks and Recreation Master Plan Status <br />In April 2011, the Board was presented with a plan to create a new Parks and <br />Recreation Master Plan to replace the current 1988-adopted Master Recreation <br />and Parks Plan. Goals and objectives were created as part of the adopted <br />County Comprehensive Plan 2030, and the new P&R Master Plan will use those <br />directives to address in more detail demographics and service areas, public <br />input, community needs and current and future issues through action strategies <br />and detailed plans. In June, the Board authorized moving forward with the Plan <br />and approved funding to hire a research associate. <br />In the late-summer/early-fall, staff met to plan for and begin the project. A <br />Request for Proposals for the data collection and research, graphics and survey <br />creation components was prepared and distributed to interested parties and firms <br />in late-October. <br />However, no proposals were received from individuals and firms through that <br />process. Staff has recently been in touch with three individuals and or groups <br />that are now interested in providing the needed outside technical assistance, and <br />a person/firm is expected to be selected by the end of February. In the <br />meantime, some background data and work has been done by staff to move the <br />framework of the Plan along. <br />A timetable of activities and proposed public outreach plan is being drafted and <br />will be provided to the Board on March 13. At this point, staff anticipates a <br />planning process that will begin in March and result in a new draft Master Plan in <br />first-quarter of 2013.
