2 <br /> On May 17, 2011 the Board received a plan from RENA recommending actions to mitigate the <br /> long and short term impacts of Orange County's Landfill and Solid Waste operations on the health, <br /> safety and welfare of the Historic Rogers Road — Eubanks Road Community. <br /> At the January 26, 2012 joint work session, the Board and the Town Boards discussed the <br /> extension of sewer service and a community center for the Historic Rogers Road Community. <br /> County and Town Attorneys have concluded that utilization of Solid Waste reserves to extend <br /> sewer service to the Historic Rogers Road Community is not consistent with North Carolina <br /> General Statutes and would subject the local governments to legal challenges. Funding for a <br /> community center does not have a relationship to Solid Waste and could not be funded from Solid <br /> Waste reserves. Therefore, funding for either the extension of sewer services and/or a community <br /> center will have to come from the County's and Towns' other general revenue sources. <br /> There was also significant discussion on January 26 regarding the possibility of both the extension <br /> of sewer service and funds for a community center. The creation of a Historic Rogers Road Task <br /> Force was discussed, including the possible composition of such a Task Force. Representation <br /> from the County, Towns, and RENA were deliberated. No motions were made and no votes were <br /> taken. Staff requests direction from the Board on the following: <br /> The Creation of a new Historic Rogers Road Task Force to address sewer service and a <br /> community center: <br /> a. Composition of the Task Force — 2 members appointed by each Town (Chapel <br /> Hill and Carrboro); 2 members appointed from the County; and 2 members <br /> appointed from RENA. <br /> b. Charge of the Task Force to address sewer service and a community center. <br /> c. Timeline for the Task Force — Appointments to be made by or before the March <br /> 22, 2012 BOCC Regular meeting and the Task Force to report back at the <br /> Assembly of Governments meeting on December 6, 2012. <br /> d. Utilization of part of the 104 acre Greene Tract for the Historic Rogers Road <br /> Community. <br /> FINANCIAL IMPACT: The financial impact of funding improvements in the Historic Rogers Road <br /> Community is uncertain until direction is provided by the Board. <br /> RECOMMENDATION(S): The Manager recommends that the Board provide guidance regarding <br /> the creation of a Historic Rogers Road Task Force, its composition, charge, and timeline to report <br /> its findings/recommendations. <br />
