These actions will be the terms of a written,enforceable,and binding agreement-wIuch will be funded and incIuded in the county's committed capital plans. The agreement will include damages for non-performance. The agreement will be supported bp a committed wark plan,which includes iasks,responsibilities,timelines and deliverab!`es-along with cost esti�nates;which include a contingency for project risl� The work plan will be designed to assure that a11 improvements will be completed by 2016. 'The glan will be funded by the solid waste tipping fee,revenues from the UNC landfill gas project, reserves,and/or other sources that the county deems appropriate.Since the county wiIl earn uullions of doliars of additional revenue by e�rtending the life of the landfill beyond the planned closure date of Z 012,these additionaI funds will be applied to mitigation items before the county can use these funds for other purposes. � The agreement-and the supporting work-pIan and funding for completing these mitigation requests-shall be-developed and approved before the county authorizes extend.ing the life of the landfill.
