WHEREAS, section 135 of Title 23, United States Code, declares that it is in the national interest <br /> to encourage and promote the development of transportation systems embracing various modes of <br /> transportation in a manner that will serve all areas of the State efficiently and effectively; and <br /> WHEREAS, North Carolina General Statutes 136-211 enacted July 6, 2000, provides for the <br /> establishment of Rural Transportation Planning Organizations (RPOs) similar in concept to Metropolitan <br /> Planning Organizations (MPOs) for transportation planning in North Carolina's urban areas; and <br /> WHEREAS, the Orange County Board of Commissioners is committed to provide <br /> comprehensive and multimodal transportation options to all county residents, including those in rural <br /> areas; and <br /> WHEREAS, the Counties of Chatham, Lee, Moore and Orange comprise a portion of the Region <br /> J Planning Area; and <br /> WHEREAS, Triangle J Council of Governments is the coordinating agency for regional planning <br /> efforts in the Region J Planning Area, and would serve as the Lead Planning Agency for the RPO; and <br /> WHEREAS, the establishment of a Rural Transportation Planning Organization (RPO) would <br /> provide rural areas of Orange County the opportunity to work in partnership with the North Carolina <br /> Department of Transportation toward development of sound, short and long-range transportation <br /> planning for rural areas within the Region J Planning Area; <br /> NOW, THEREFORE, BE IT RESOLVED, It is the desire of Orange County government to <br /> endorse the concept of establishing a Rural Transportation Planning Organization with the Counties of <br /> Chatham, Lee and Moore in the Region J Planning Area and excluding areas of Orange County that are <br /> already included in the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization boundary. <br /> This, the 20`h day of August 2002. <br /> VOTE: UNANIMOUS <br /> a.
