3 <br />Comprehensive Plan and Rural designated areas as denoted on the Growth <br />Management System Map, <br />iii. Th e project was consistent with the provisions and goals of the Joint Planning <br />Land Use Plan and Joint Planning Agreement, <br />iv. The application complied with submittal requirements (i.e. Section 2.7, 2.9, and <br />Section 5.8.4 of the UDO), <br />v. The applicant's demonstrated compliance with specific (UDO) Unified <br />Development Ordinance development standards for schools (i.e. Section 5.8.4), <br />and <br />vi. The applicant's demonstrated compliance with the required findings as detailed <br />within Section 5.3.2 (A) (2) of the UDO. <br />Please refer to Attachment 10 for additional detail. It should be noted that in rendering its <br />decision, the Planning Board recommended the imposition of 12 conditions. The applicant has <br />agreed to the imposition of these conditions in writing. Please ~efer to Attachment 6 for <br />additional detail. <br />Joint Planning Area (JPA) Review: In accordance with the Joint Planning Area Agreement, this <br />project was sent to the Town of Chapel Hill for review and comment on October 14, 2011, and a <br />revised site plan was sent once it was received by the Department on November 4, 2011. To <br />date, staff has not received any comments from the Town. <br />FINANCIAL IMPACT: This request has been reviewed by various County departments who <br />have determined that the approval or denial of the request would not create the need for <br />additional funding for the provision of County services. <br />RECOMMENDATION(S): The Manager recommends the Board: <br />1. Receive the Planning Board recommendation; <br />2. If necessary, deliberate further on the application; <br />3. Close the public hearing; <br />4. Approve the Ordinance of Rezoning Approval as contained within Attachment 8 of the <br />abstract; and <br />5. Review and approve the Special Use Permit Findings of Fact Sheet contained within <br />Attachment 10 of this abstract and make the appropriate findings that the application <br />complies with the various sections of the UDO, including the general findings as denoted <br />within Section 5.3.2 (A) (2). <br />
