Attachment 3 <br />10 <br />NOTICE OF JOINT PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />ORANGE COUNTY PLANNING BOARD <br />A joint public hearing will be held at the Department of Social Services, Hillsborough <br />Commons, 113 Mayo St., Hillsborough, North Carolina, on Monday, November 21, 2011, <br />at 7:00 PM for the purpose of giving all interested citizens an opportunity to speak for or <br />against the following items: <br />A. PUBLIC HEARING ITEMS <br />Carolina Friends School petition for a Conditional Use rezoning and a <br />Class A Special Use Permit to expand school operations at their facility at <br />4809 Friends School Road. <br />In accordance with the provisions of Section 2.7 Special Use Permits; 2.9 Conditional <br />Use; and Section 8.6 of the Orange County Unified Devefopment Ordinance (UDO), <br />Carolina Friends School has submitted an application seeking to rezone several <br />parcels to a Conditional Use Zoning classification and a Class A Special Use Permit <br />application for the purpose of expanding existing school operations located at 4809 <br />Friends School Road. <br />The request involves the adoption of a master development plan encumbering <br />several properties, including properties with the following Parcel Identification <br />Numbers (PIN): <br />• 9892-21-1486 <br />• 9892-22-7252 <br />• 9892-21-6594 <br />• 9892-31-0894 <br />• 9892-31-5318 <br />• 9891-29-1739 <br />• 9892-33-5224 <br />• 9892-32-3662 <br />• 9891-29-7800 <br />Several of these parcels are currently zoned Planned Development (PD) to allow for <br />the operation of the aforementioned school. As the use is going to be expanded, <br />rezoning to a Conditional Use zoning designation is required. If approved, the <br />various aforementioned properties will be rezoned and encumbered under a Class A <br />Special Use Permit governing the development of the school. <br />The properties subject to this petition are located within the Rural Buffer land use <br />category as denoted on the Land Use Element Map of the Comprehensive Plan and <br />the Rural Designated Area as denoted on the Growth Management System Map. <br />Purpose: To review the item and receive public comment on the application. <br />
