2 <br />equal share of the fair market value of the Honda Civic Hybrid upon receipt of the <br />vehicle by Orange County. (See Attachment 1, column 2) <br />Health Department <br />3. The Health Department has received additional funds for the following programs: <br />Title X Family Planning funds - an additional $2,779 for purchasing long-acting <br />reversible contraceptives for family planning, non-Medicaid clients for the prevention <br />of out-of-wedlock births. These funds will help defray the cost of these devices for <br />the department. <br />• Environmental Health funds - the department has been notified from the State that <br />pass-through funds of $4,625 will be received by the County and then the County will <br />remit these funds to the Town of Chapel Hill for its local Mosquito Control Program. <br />The County is only serving as the fiscal agent for these funds and are strictly pass- <br />through funds. <br />This budget amendment provides for the receipt of these additional funds for the <br />above mentioned purposes. (See Attachment 1, column 3) <br />4. The No Fault Well Repair Fund was established in FY 2001-02 with an initial budget of <br />$102,500, consisting of one-time revenue from American Stone of $87,500 and annual <br />revenue from Orange Water & Sewer Authority (OWASA) of $15,000. As a condition of <br />a special-use permit granted to American Stone Company for the expansion of the rock <br />quarry located on Highway 54 West, the Fund was established for the benefit of <br />residents within 3,000 feet of the existing quarry. The fund is dedicated for the repair or <br />replacement of wells in that area that fail, and the failure is found to be unrelated to the <br />quarry operations. <br />The last budget amendment approved by the Board of Commissioners for receipt of the <br />annual $15,000 in OWASA funds was on October 19, 2010. Since then, the Fund has <br />received an additional $30,000 in OWASA funds. This budget amendment provides for <br />the receipt of these additional funds within the No Fault Well Repair Fund, which is a <br />Special Revenue Fund outside of the General Fund. <br />Health Department Grant Project Ordinances <br />5. The Health Department has received notification of additional grant related funds: <br />• Health and Wellness Trust Grant - at the time of the FY 2011-12 budget adoption, <br />there was some uncertainty regarding State funding for the Health and Wellness <br />Trust Grant. The grant project budget was approved at $90,930 as of July 1, 2011. <br />Since,that time, the Health Department has received notification from the State of an <br />allocation of $94,800, which represents an increase of $3,870 for this FY 2011-12 <br />Health and Wellness Trust Grant. This budget amendment provides for the receipt <br />of these additional funds and amends the following grant project ordinance: <br />
