I. Formal Transfer of Ownership of Buckhorn-Mebane Water and Sewer Utilities Phase I <br />(also known as Gravelly Hill Middle School System) to the City of Mebane <br />This item was removed and placed at the end of the consent agenda for separate <br />consideration. <br />6. Items Removed From Consent Agenda <br />I. Formal Transfer of Ownership of Buckhorn-Mebane Water and Sewer Utilities <br />Phase I (also known as Gravelly Hill Middle School System) to the City of <br />Mebane <br />The Board considered transferring ownership of water and sewer facilities constructed <br />by Orange County and the property on which the Gravelly Hill Middle School pump station is <br />built to the City of Mebane and authorizing the County Attorney to prepare documents and <br />authorizing the Chair to sign. <br />Commissioner Jacobs asked John Roberts about page 17, Attachment 3 and asked if it <br />had to say "all men" and not "all people." John Roberts said that he could change it to "all <br />persons." <br />Commissioner Jacobs said that part of his motion will be to change this to "all persons." <br />Commissioner Jacobs said that, considering the extent of the County's investment in the <br />Mebane system and the fact that this is such a collaborative relationship, he thinks it would be <br />prudent to at least request that- Mebane consider charging the Orange County Schools the in- <br />town rate for water and sewer service to Gravely Hill Middle School. The County is contributing <br />more than $1.8 million of facilities. <br />Frank Clifton requested that this be part of the motion rather than a requirement so that <br />Mebane can consider it. He said that Mebane has been maintaining these facilities for a <br />number of years and the County has been somewhat delinquent in transferring the property to <br />Mebane. Commissioner Jacobs agreed. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Yuhasz to <br />authorize the Chair to approve the transfer of ownership for water and sewer facilities to the <br />City of Mebane; and authorize the County Attorney to prepare easements and a real property <br />deed transfer for Chair signature as approved by the BOCC; with changes on page 17 from "all <br />men" to "all persons"; and also to request that Mebane consider in-town water and sewer rates <br />for Gravelly Hill Middle School. <br />VOTE: UNANIMOUS <br />7.
