Notification Materials <br />PURPOSE: To hold a public hearing on a County initiated amendment to the 2030 <br />Comprehensive Plan Land Use Element Map affecting approximately 47 -acres near Efland and <br />Brookhollow Road, along the south side of McGowan Creek. The areas are currently classified as <br />Agricultural Residential and proposed for 10 -Year Transition. <br />BACKGROUND: The form in Attachment 1 contains additional information and analysis <br />regarding this County initiated Comprehensive Plan Land Use Element Map amendment in the <br />Efland area. The map in Attachment 2 shows the location of the parcel, the current <br />classification, and proposed 10 -Year Transition area. No development project is proposed at <br />this time. <br />One of the fundamental planning tools used to achieve the stated goals and objectives of the <br />Comprehensive Plan Land Use Element is the design and application of a Land Use Plan and <br />Map. The Land Use Plan and Map reflect Orange County's vision for future land uses and is <br />implemented primarily through the application of zoning. No rezoning is proposed at this time. <br />Notification Procedural Requirements <br />In accordance with Section 2.3.6 of the Unified Development Ordinance, the public hearing for <br />this item was advertised consistent with the requirements of the Ordinance. Legal ads were <br />placed in two newspapers of general circulation in the County for two (2) successive weeks; <br />notices were mailed to affected property owners and property owners within 500 -feet of affected <br />properties; and signs were posted in the affected area. Attachment 3 includes the following: <br />• Affected property owner notification letter (1 property owner) <br />• Notification postcards (5.5" x 8.5 ") for property owners within 500 -feet of affected <br />properties (22 total property owners) <br />
