65 <br />Carolina Wenas School <br />Traffic Impact Analysis " <br />I. Executive Summary <br />Carolina Friends School is a private school located on the west side of Friends <br />School Road between Mt. Sinai Road and Murphy School Road in Orange <br />County, North Carolina. The school is planning to construct a Performing Arts <br />Center as well as make several smaller improvements to the campus. These <br />improvements will occur over the next five years, with the first phase being the <br />Performing Arts Center (2013 anticipated completion date). There are currently <br />433 students and 85 staff at Carolina Friends School. Although there are not <br />plans for a large expansion, this project assumes that the school population will <br />be increased to 500 students and 90 staff. The current zoning for this property is <br />Rural Buffer. Rezoning will not be required for the proposed improvements. <br />According to the North Carolina Department of Transportation (NCDOT) <br />Municipal & School Traffic Safety Unit, the existing school generates <br />approximately 887 trips per day. This equates to 328 trips entering and 188 trips <br />exiting in the morning and 1 16 trips entering and 171 trips exiting in the afternoon. <br />With the proposed expansion, the school Will generate approximately 1000 trips <br />per day. It is expected that the school will generate 367 trips entering and 217 <br />Trips exiting in the AM peal; hour. This equates to 39 additioncl trips entering and <br />29 additional trips exiting during the morning. During the PM peak hour, the <br />development is expected to generate 133 trips entering and 193 trips exiting. <br />This equates to 17 additional vehicles entering and 22 additional vehicles exiting <br />during the afternoon dismissal time. <br />The AM peak hour for the proposed development is likely to coincide with the <br />typical AM peak hour for commuter traffic. Therefore, the AM peak hour is <br />analyzed for all study area intersections. The afternoon peak hour for a school is <br />not consistent with the typical afternoon peak hour for commuter traffic; <br />therefore the worst case scenario is during the AM peak hour. <br />March 2011 Page i GTS <br />
