K3 <br />Ordinance Requirements — Class A Special Use: The following standards, as detailed within <br />Section 5.8.4 of the UDO, have been established to determine the appropriateness of the <br />application: <br />I. Service Provision: <br />(1) Fire — identifies the primary and secondary responders and the source(s) of water. <br />The submitted site plan provides the following detail: <br />1. New Hope Volunteer Fire Department will provide fire services <br />for the facility. <br />2. Orange County EMS will provide emergency medical services. <br />3. The site is served via a private well. <br />4. Mr. David Sykes, Assistant Orange County Fire Marshal, has no <br />issue with the permit being approved. Mr. Sykes has suggested <br />that a condition be imposed indicating that the Fire Marshal <br />review and approve the building and site plans prior to earth <br />disturbing activity. <br />Staff Comment: Staff recommends Mr. Sykes request become a condition of <br />approval (see e-mail within Attachment 3 for Mr. Sykes' comments). <br />(2) Police — identifies the primary and secondary responders. The application <br />identifies that the Orange County Sheriff's office will be responsible for providing <br />protective services to the proposed school. <br />(3) Rescue services — identifies the primary and secondary responders. The <br />application identifies that Orange County EMS will be responsible for providing <br />emergency services to the proposed school. <br />Staff has been informed there is sufficient capacity within the Department to <br />provide rescue services to the proposed new school (see e-mail within <br />Attachment 3 for Mr. Sykes comments). <br />(4) Water Supply — identification of public or private utility source and capacity of <br />water supply or identification of water source through a water resource study. <br />Staff Comment: The application indicates that the site is served via a private <br />well. <br />(5) Wastewater Treatment Methods — provider and capacity of wastewater treatment <br />source. The application indicates that an existing septic system will be abandoned <br />and a new septic system will be installed outside of protected stream buffers. Due <br />to the size and type of system, approval of the State is required. <br />Staff Comment: The proposed re- located system will require the issuance of a <br />State permit for development. Staff recommends a condition of approval require <br />the issuance of a permit by the State approving the proposed system (see e-mail <br />within Attachment 3 for Environmental Health's comments). <br />(6) Solid Waste. A Solid Waste Management Plan will have to be prepared and <br />reviewed by Orange County Solid Waste. <br />
