Existing Conditions /Physical Features: The property is <br />wooded with several streams and pasture areas surrounding the <br />existing school. <br />h. Roads: Vehicular access to the parcel(s) is through existing <br />driveways onto Friends School Road (SR 1719). <br />Surrounding Land Uses: a. NORTH: Single- family residential with RB zoning <br />b. SOUTH: Single- family residential and undeveloped property with <br />RB zoning; Mt. Sinai Road. <br />c. EAST: Single- family residential with RB zoning; Friendship <br />School Road. <br />d. WEST: Single- family residential and undeveloped property with <br />RB zoning <br />Proposal: The applicant is proposing to expand and modify the existing campus including, but not <br />limited to, the following: <br />1. Abandon and relocate an existing septic system currently located within a protected stream <br />buffer, <br />2. Develop a new performing arts center, <br />3. Develop additional recreational fields (i.e. tennis courts, baseball field, volley ball court, etc.) <br />4. Additions to existing school buildings, and <br />5. New access drive via Mt Sinai Road and the development of additional parking facilities. <br />The school was originally approved by the County as part of a Planned Development (PD) <br />rezoning petition as there were multiple, principal, buildings proposed on -site to support the <br />project. Special Use Permits relating to the operation of the site are recorded within Deed Book <br />890 Page 592 of the Orange County Registry of Deeds with modifications approved in 1992 <br />(Deed Book 1033, Page 15) and 1996 (Deed Book 1523 page 153) related to the operation of <br />the septic system and construction of additional classroom buildings. (See copies of the various <br />SUP's within Attachment 1). <br />This request involves a rezoning request only because additional land area, other than what <br />was approved within the original PD rezoning petition, is now being slated for use in supporting <br />the proposed re- located septic system. Further, this project was approved prior to the adoption <br />of regulations requiring a Class A Special Use Permit, or establishing the various development <br />standards, for a school. <br />
