19 <br />system is monitored regularly by a State - certified system operator, and is in good <br />standing with permit requirements. <br />Construction of the proposed Performing Arts Center will conflict with the current <br />spray irrigation field. The wastewater treatment plant, located adjacent to the Lower <br />School building and in a stream buffer, is performing adequately but is near the end <br />of its useful life. School staff would prefer the plant to be located much further from <br />the classroom area. Considering these factors, the school proposes to completely <br />replace the wastewater system, updating to a more state -of- the -art facility, and <br />locating it more appropriately. The new facilities will include a media filtration <br />system and a re- circulating treatment process rather than an old -style treatment <br />plant, enclosed (underground tank) storage rather than a surface lagoon, and land <br />application using surface drip irrigation (like landscape drip irrigation) rather than <br />sprinkler spray irrigation. The new system will be designed with a somewhat larger <br />(5000 gpd) capacity, and an irrigation area that is about seven times larger than the <br />current spray area. The new treatment units will provide better quality water <br />treatment and greatly enhanced monitoring ability, and the storage facilities and <br />larger irrigation area will assure that no over - wetting will occur on the irrigation area. <br />The new irrigation area will be remotely located from the main campus area. This <br />new wastewater system will be reviewed and approved by the DWQ, and <br />perpetually regulated under a modified Non - Discharge Permit for the facility. <br />The existing onsite water supply well and water treatment system will remain in <br />service. This water supply system is operated under the regulatory authority of the <br />NC DENR Division of Environmental Health (DEH). The school wishes to construct <br />a similar second well on the western side of the expanded campus, in order to <br />ensure long -term reliability and redundancy of onsite water supply. A proposed new <br />well location is shown on the SUP drawings, to be installed as needed or desired, at <br />the Applicant's discretion. <br />Solid waste collection and recycling facilities, and operational practices related <br />thereto, will remain in service and be supplemented as needed to ensure <br />appropriate sanitary conditions on the property. The school implements an <br />intensive program for collection and recycling of disposable materials. <br />Solid waste and recyclable material collection is provided by private collection <br />services. <br />Standard # 2: Method and adequacy of police, pre, and rescue squad protection. <br />The property will be provided with public safety and law enforcement services by the <br />Orange County Sheriff's Department. Emergency services will be provided primarily <br />by Orange County Emergency Services. For fire protection, the property will be <br />served by both the Eno and New Hope fire stations. <br />Standard # 3: Method and adequacy of vehicular access to the site and traffic <br />conditions around the site. <br />The school is currently served by a driveway connection to Friends School Road, <br />which was approved as part of the last SUP modification for the property in 1998, <br />1.1 <br />
