17 <br />All of the main routes within the site will meet accessibility standards for emergency <br />routes, providing a high level of emergency vehicle access and maneuverability on <br />the site. <br />Additional traffic generation due to proposed improvements will be relatively low, <br />since the number of students served by the school will not be greatly increased. A <br />Traffic Impact Analysis is included in the SUP application materials, indicating that <br />existing roadways will be adequate for the expected traffic conditions. <br />Potable water and wastewater systems will be constructed and operated in <br />accordance with applicable State and County regulations. The Applicant proposes <br />to upgrade the wastewater system for the campus, using more up -to -date treatment <br />and monitoring components, providing a higher degree of treatment and reliability, <br />and removing the existing wastewater treatment plant from the stream buffer. A <br />proposed second water supply well will provide a redundant source of potable <br />water, giving increased system capacity and better system reliability. Solid waste <br />collection and recycling facilities, and operational practices related thereto, will <br />remain in place and be supplemented as may be needed to provide appropriate <br />sanitary conditions on the property, and provide a high degree of waste stream <br />reduction from campus activities. <br />CFS maintains and enforces written policies governing a wide range of health, <br />safety and welfare issues including first aid, emergency medical procedures, <br />possession and use of drugs and medications, smoking, firearms, violence, student <br />records, personal privacy, valuables, internet usage, personal behavior, vehicular <br />traffic and parking, onsite visitors, and other matters for the benefit of students, staff <br />and visitors. Operationally, the school maintains a very low student -to -staff ratio, <br />which provides ample oversight of student activities, and promotes an overall <br />environment of personal well -being and safety. <br />To assure conformance to recognized quality standards, CFS is accredited by the <br />Southern Association of Independent Schools and is a member of the Friends <br />Council on Education, the North Carolina Association of Independent Schools, the <br />Southern Association of Independent Schools, and the North Carolina Independent <br />Schools Athletic Association. The Campus Early School is licensed by the State of <br />North Carolina Division of Child Development. CFS is also a founding member of <br />the Independent Curriculum Group (a national consortium of "leading college <br />preparatory schools that emphasize site - based, teacher - generated curriculum for <br />advanced courses ") and a member of the Greater Durham Chamber of Commerce. <br />Finding # 2: The use will maintain or enhance the value of contiguous property. <br />The proposed development will conform to Orange County zoning regulations for <br />the proposed land use and density. Also, the proposed land use and development <br />character will essentially be a continuation of existing use and character. None of <br />the outdoor athletic fields or courts will be illuminated, and no public address <br />systems will be used for school or athletic events. Although not required by UDO <br />provisions, the Applicant proposes to designate a voluntary perimeter land use <br />buffer around the campus, in order to further affirm the school's commitment to the <br />protection of adjacent properties and their property values.
