130
Should that not be the case, then you must either add additional storage capacity (roll- carts/dumpsters) or
increase the frequency of collection.
Given that, only the following items need to be addressed by your engineer:
1. Provide a Solid Waste Management Plan (can be downloaded from our web -page)
2. On the site plan, provide a written narrative stating that all solid waste, recycled cardboard and household
recyclables (paper, bottles, and cans) for all existing and proposed facilities will be collected by a private
contractor. If at any time in the future the Carolina Friends School solicits Orange County Solid WastelOrange
Community Recycling for recyclable collections, then they must comply with the Orange County Solid Waste
regulations in effect at the time of request for such service.
3. Election to forego public recycling:
As a condition of approval of the solid waste management plan, the following terms must be stipulated in the
approval documents:
• "Applicant elects to provide private recycling service to residents of this property in lieu of building a
recycling center constructed to the Orange County Solid Waste specifications. The site will not
receive public recycling collection now or in the future unless such a recycling center is constructed or
contingency for such a center is included on development plans."
• "Applicant must require at least the same level of current and future recycling service to its students
and administrators as that provided by Orange County Solid Waste Management."
• "County fees for recycling and waste management associated with this property will not be waived."
4. Designate on the site plan by notation where all existing and proposed recycling and /or recycling stations are or
will be located.
5. Add the following standard notes to the cover of the site plan:
Construction Waste:
• By Orange County Ordinance, clean wood waste, scrap metal and corrugated cardboard, all present
in construction waste, must be recycled.
• By Orange County Ordinance, all haulers of construction waste must be properly licensed.
• Prior to any demolition or construction activity on the site the applicant will hold a pre- demolition /pre-
construction conference with the County's Solid Waste staff. This may be the same meeting held
with other development officials
I have copied both your engineer, Tony Whitaker and Michael Harvey with the County Planning Department on this e-mail
so they will also have a record of our meeting and what we discussed and agreed to. Michael, please consider this as an
amendment to the comments I sent you earlier today.
Thanks again for meeting with me and please do not hesitate to contact with any questions or to discuss this matter
further.
Sincerely,
Jeff Scouten
Environmental Enforcement Supervisor
Orange County Solid Waste Management
P.O.
