128 <br />MEMORANDUM <br />TO: MICHARL IIARVEY, ORANGE COUNTY PLANNING & INSPECTIONS DEPARTMENT <br />FROM: JEFF SCOUTEN, ORANGE COUNTY SOLID WASTE MANAGEMENT <br />SUBJECT: CAROLINA HUENDS SCI TOOL RXPANSION <br />DATE: 1 1/03/2011 <br />Michael: <br />I conducted a site inspection yesterday of the subject Carolina Friends School and observed that contrary <br />to what is shown on the existing conditions plan submitted with the Applicant.'s Special Use application <br />plans, there are only 2 dumpsters and no recycling carts. <br />Of the 2 Republic Services dumpsters, one had wood waste in it and the other was empty so I don't know <br />if it is used for cardboard or MSW. <br />Because the existing school campus and various classroom buildings are so spread out, it is not clear to <br />me how they currently handle their refuse and recycling. <br />Also, given the size and proposed use of the new building(s), it likely that they will need additional <br />capacity for MSW, cardboard, and recycling and as such I ask that the applicant update the plan to show <br />all refuse /recycling facilities as well as a written narrative describing their current practice and how they <br />intend to handle the proposed new building(s). <br />In addition, the applicant should address the following comments: <br />1. Solid Waste Management Plan —Applicant needs to complete the Solid Waste Management Plan <br />and submit for my review and approval. This can be downloaded from our web -site. <br />2. The following notes should be added to the cover sheet of all plans including the final <br />construction plans: <br />Construction Waste: <br />• By Orange County Ordinance, clean wood waste, scrap metal and corrugated cardboard, all present in <br />construction waste, must be recycled. <br />• By Orange County Ordinance, all haulers of construction waste must be properly licensed. <br />• Prior to any demolition or construction activity on the site the applicant will hold a pre-demolition/pre - <br />construction conference with the County's Solid Waste staff. This may be the same meeting held with other <br />development officials <br />3. We recommend that the applicant reserve space for segregated grease rendering/recycling <br />collection and consider providing space for segregated food waste collection near the delivery <br />entrance for any building which currently houses, proposes to include or may at some future date <br />incorporate a cafeteria, or other food service facility at any time. Commercial grease wastes are <br />not allowed disposed with regular wastes. <br />4. We recommend the collection vehicle access route to any area containing recyclable material <br />collection containers be paved with all - weather, heavy -duty pavement OR the following note be <br />included on the plans and recorded on the plat: "Orange County will not be responsible for any <br />pavement damage that may result from service vehicles." <br />5. The revised plans must include a separate, to- scale, dimensioned detail of any proposed <br />refuse /recycling collection areas, including pad length, width, and depth, associated screening, <br />overhead clearances, and protective bollards. Bollards must be 6" CID steel, with two bollards <br />centered behind each bulk waste container and placed 1' off the back wall of the enclosure. <br />Dumpster, roll -cart, (and compactor if proposed) details should be provided to scale. Preferable <br />scales for the detail are I" = 10' or 1" = 20'. The revised plans label each bulk waste container for <br />type of material to be collected. <br />Thank you for the opportunity to review this application and let me know if you have any questions or <br />wish to discuss this matter further. <br />
