Commissioner Gordon asked about the future land use map and pages 228 and 229. <br />She asked what it means to change "plan" to "map." She thinks that it might be more restrictive.. <br />She thinks that "plan" or "element" would be a broader term. She said that it is more than just <br />cleaning up the terminology, but it is also narrowing the scope from the whole plan to the map. <br />Shannon Berry said that the proposed amendment package is supposed to differentiate <br />between the entire land use plan and the map. There are specific references to the map, and <br />when you call it just a land use plan, it does not guide someone to the map and it is confusing. <br />Commissioner Gordon said that her comment stands and there needs to be a careful <br />differentiation. She also thinks it should be in the record why it is being changed to "future" land <br />use map. <br />Shannon Berry said that when you refer to a land use map, most people construe it as <br />an existing land use map. Orange County does not have an existing land use map. Using the <br />term, Future Land Use Map, should clarify that this is part of the 2030 Comprehensive Plan, <br />which is guiding development for the development. <br />Commissioner Gordon made reference to the use of the term, "placement" and asked for <br />clarification. <br />Shannon Berry said that this was in reference to Appendix G, and placement is more of <br />a locational criteria. It is more a matter of where it is and not what is there. She made <br />reference to page 259, which says, "located in areas directly outside of transition and urban <br />area"s." This is not really an existing land. use, but it is a place. <br />Commissioner Jacobs asked about extractive use. <br />Shannon Berry said that extractive use in agricultural areas is listed in Appendix G. This <br />starts on page 263. <br />Commissioner Jacobs asked how staff is proposing going forward to deal with extractive <br />uses. Shannon Berry said that they are handled by the Unified Development Ordinance and are <br />on the Table of Permitted Uses. It would be difficult to go back and apply the uses, which is <br />why they are proposed to be deleted. <br />Craig said that extractive uses are allowed in Agricultural-Residential land use. So they <br />are just removing things that are not in effect in Orange County. <br />Commissioner Jacobs said that this could be a more prominent issue shortly and he <br />wants to be deliberate. <br />Shannon Berry said that deleting these now does not impact the extractive uses that are <br />existing. Future extractive uses would have to deal with all of the zoning and requirements of <br />the UDO. <br />Shannon Berry clarified that not every reference to land use plan was changed to "map". <br />Only the references specifically referring to the map were changed. <br />Commissioner Yuhasz suggested being consistent with the changes on the document as <br />far as colors. On the next item, it is green for clean up and red for substantive. He said that <br />most of these should be green for this item. <br />Commissioner Yuhasz said that he understands Commissioner Cordon's point and he <br />thinks that the County Commissioners should read through this and understand it. <br />Commissioner Gordon made reference to page 261 and asked that the land/slope <br />criteria be investigated. <br />Larry Wright suggested that the County Commissioners consider these things and then <br />direct the Planning Board accordingly. <br />Commissioner Yuhasz said that a distinction needs to be made between categories that <br />are very narrow in their application, such. as nodes, and categories that are broad-based, such <br />as rural buffer or rural residential. He suggested not going further than this at this point. He <br />does not want staff spending a lot of time and reevaluating the criteria. <br />Larry Wright said that this is a heroic effort and he applauds staff. <br />
