APPROVED 1/24/2012 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />ORANGE COUNTY PLANNING BOARD <br />Dinner Meeting <br />November 21, 2011 <br />5:30 p.m. <br />The Orange County Board of Commissioners and the Orange County Planning Board <br />met for a dinner meeting on Monday, November 21, 2011 at 5:30 p.m. at the Link Government <br />Services Center in Hillsborough, NC <br />COUNTY COMMISSIONERS PRESENT: Chair Bernadette Pelissier, and Commissioners <br />Valerie P. Foushee, Alice M. Gordon, Barry Jacobs, Earl McKee and Steve Yuhasz <br />COUNTY COMMISSIONERS ABSENT:. Pam Hemminger <br />COUNTY ATTORNEY PRESENT: <br />COUNTY ATTORNEY ABSENT: John Roberts <br />COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Manager <br />Michael Talbert and Clerk to the Board Donna S. Baker (All other staff members will be <br />identified appropriately below) <br />PLANNING BOARD MEMBERS PRESENT: Alan Campbell, Pete Hallenbeck, Mark <br />Marcoplos, and Larry Wright, H.T. "Buddy Hartley", Rachel Phelps Hawkins, Maxecine Mitchell, <br />and Johnny Randall <br />PLANNING BOARD MEMBERS ABSENT: Chair Brian Crawford and Planning Board <br />members Lisa Stuckey, Andrea Rohrbacher, Judith Wegner <br />Introductions were made. <br />Chair Pelissier said that Commissioner Hemminger would be unable to attend this ,~ <br />evening because she is tied up in traffic in Charlotte. She will try to attend the Quarterly Public <br />Hearing. <br />Tentative 2012 Planning /Planning Board Work Plan Discussion <br />(Focus on Economic Development and Small Area Plan Implementation) <br />Planning Director Craig Benedict reviewed the information below with maps: <br />1) Completed in 2011 <br />• Unified Development Ordinance (UDO) adopted <br />• Comprehensive Plan Land Use Map Amendments in Bowman Road area (423 acres to <br />Commercial-Industrial Transition Activity Node) and Efland (118 acres to Commercial- <br />Industrial Transition Activity Node; 16 acres to 10-Year Transition) adopted <br />• UDO Text Amendment for Office/Institutional (O/I) zoning district <br />• Rezoning of 112 acres in Efland to O/I <br />• Efland-Buckhorn-Mebane Access Management Plan (scheduled for adoption on <br />11/15/11) <br />• Interlocal Agreement with the City of Durham regarding water and sewer services in the <br />Eno EDD area (already approved by Orange County; on City of Durham's 11/21/11 <br />Council for consideration) <br />
