The County can <br /> serve as the coordinator of water resource planning efforts; creating a <br /> comprehensive approach that addresses watershed planning at the <br /> regional, local, and site levels. <br /> 6.5. Linkages between specific natural and cultural systems goals and <br /> objectives have been identified in this element.
