Chapter 5: Land Use Element <br /> processing, development of a distribution center, and marketing <br /> initiatives. <br /> Objective AE-8: <br /> Improve transportation efficiency: promote more public <br /> transportation, ride sharing, and alternative transportation such as <br /> bicycling and walking. <br /> Objective AE-1 1: <br /> Improve the energy efficiency of buildings through several action <br /> steps: 1) upgrade existing buildings, including County and school <br /> buildings; 2) educate planning and building inspection officials about <br /> the technologies and techniques of energy efficient construction; and <br /> 3) encourage the use of LEED "Gold" (or equivalent) as a standard in <br /> new construction. <br /> Objective CR-3: <br /> Work within the Orange County government system to identify and <br /> resolve existing policies, which may be in conflict with the County's <br /> historic preservation mission. <br /> Objective NA-4: <br /> Encourage adequate stormwater runoff controls in existing developed <br /> areas and require these controls for new subdivisions to protect <br /> sensitive downstream aquatic habitats. <br /> Obieective NA-5: <br /> Prohibit development that would cause adverse impacts on highly <br /> significant natural areas and wildlife habitat. <br /> Objective NA-10: <br /> Require that all major subdivisions (defined as having more than 5 lots <br /> according to the Orange County Subdivisiom Regulatiems Unified <br /> Development Ordinance) include within their boundaries open space <br /> suitable for low-impact recreation and wildlife habitat. <br /> Objective NA-16: <br /> Create a system of public and private open space and conservation <br /> areas, including parks, nature preserves, and scenic vistas <br /> representative of the Orange County landscape. <br /> Objective NA-17: <br /> Maintain and protect land that contains valuable productive resources, <br /> such as prime farmland and prime forestland, by directing <br /> incompatible development away from these areas. <br /> Objective WR-7: <br /> Promote land use patterns that preserve the natural hydrologic system <br /> and maintain a sustainable "carrying capacity" balance for the future <br /> between ground water and surface water resources. <br /> PARKS AND RECREATION <br /> Objective PR-1.3: <br /> Develop a land use planning mechanism for securing new parks <br /> through the development approval process. <br /> 0ra*WCou.nty C&mprehev e,Pla4v Page 5-48 <br />
