Chapter 5: Land Use Element <br /> Land Use Goal 2: Land uses that are appropriate to on-site <br /> environmental conditions and features, and that protect natural <br /> resources, cultural resources, and community character. <br /> Objective LU-2.1: <br /> Maintain the rural, low-density land surrounding Chapel Hill and <br /> Carrboro Transition Areas as Rural Buffer land, as designated on the <br /> Future Land Use Pfarr Map. Future consideration should be given to <br /> designating Rural Buffer areas around other municipalities where such <br /> interest exists. <br /> Objective LU-2.2: <br /> Continue to protect valuable resource land such as productive <br /> agricultural areas, natural areas, historic sites and properties, and <br /> potential reservoir sites through the County's Lands Legacy Program, <br /> and by directing incompatible development away from these areas <br /> through land use and zoning policies and regulations. (See also <br /> Natural Areas Objectives NA-5 and NA-1 7, and Water and Wastewater <br /> Objective WW-14.) <br /> Objective LU-23: <br /> Require non-residential and higher-density residential developments <br /> within Transition Areas to use Best Management Practices (BMP's) for <br /> stormwater control, as outlined within the Orange County Zoning <br /> Unified Development Ordinance , <br /> to ensure that potential adverse impacts on the water quality of <br /> existing and proposed reservoir sites are avoided. (See also Erosion <br /> Control EC-1 and Natural Areas Objective NA-4.) <br /> Objective LU-2.4: <br /> Evaluate the development potential in rural crossroads communities to <br /> identify whether current regulations permit appropriate development <br /> that is in character with these communities, and whether potential <br /> development in these areas would require significant expansions or <br /> cause depletions of public services. <br /> Objective LU-2.5: <br /> Adopt and implement policies that specify appropriate land uses and <br /> intensities of development in Protected and Critical Water Resource <br /> Areas that will not have potential adverse impacts on water resources. <br /> (See also Water and Wastewater Objective WW-1 5.) <br /> Objective LU-2.6: <br /> Protect prime reservoir sites from adverse development impacts and <br /> ensure that regulations for these areas are appropriate. <br /> Objective LU-2.7: <br /> Refine green building standards to guide the design, siting, <br /> construction, and management of publicly owned and managed <br /> buildings in a manner that conserves energy and/or uses non- <br /> polluting renewable energy sources.
