[figure 2-4] <br /> Issue D <br /> 15-501 has a higher existing acreage amount of retail. [figure 2-5] <br /> Issue E <br /> 15-501 is within the 2035 LRTP from i-40 north to the 15-501 bypass as a "freeway conversion". <br /> [Section 2.3.3] <br /> Issue F <br /> Travel Pattern-Ridership is (8,000 approximately) is similar between 15-501 and NC 54 in 2005. The <br /> 2035 travel pattern increase to 20,000 in 15-501 corridor is 14,000 in NC 54. [figure 2-121 <br /> Issue G <br /> 15-501 shows higher volume to capacity ratios in a.m. and p.m. peaks than NC54 in 2035 identifying <br /> higher need for public transit. [figure 2-13 &2-14] <br /> Issue H <br /> Goal 1 15-501 achieves all three aspects of goal 1 more favorably by addressing higher traffic <br /> congestion in Orange County and creating a shorter intra-city route. <br /> Goal 2 15-501 shows higher transit dependent populations and more retail employment and <br /> shopping opportunities. <br /> Goal 3 15-501 is projected to have a higher travel pattern draw with Durham. NC 54 which also <br /> shows a considerable travel pattern could also have a fixed guideway/busway option. <br /> Goal 4 15-501 since it resides in Orange County provides an economic development return on <br /> transit investment consistent with local planning policies. <br /> Goal 5 15-501 provides a better environmental option avoiding the New Hope Creek corridor. In <br /> addition, the rights-of-way are liberal in this corridor versus off corridor parallel routes which traverses <br /> neighborhoods and wetlands. <br /> Goal 6 15-501 is a shorter corridor to connect Orange County/Chapel Hill to Durham <br /> County/Durham City thereby reducing capital costs. Operating costs per mile because of high travel <br /> demand would be similarly cost effective. <br />
