Draft Minutes -November 21, 2011 Quarterly
Public Hearing
4. Approved Minutes -December 7, 2011
Planning Board Meeting
INFORMATION CONTACT:
Shannon Berry, 245-2589
Craig Benedict, 245-2592
PURPOSE: To receive the Planning Board recommendation, close the public hearing, and
make a decision on Planning Director initiated amendments to certain sections of the Orange
County 2030 Comprehensive Plan.
BACKGROUND: After thorough review of the 2030 Comprehensive Plan, staff determined there are
a number of areas where improvement could be made to correct inconsistencies in terminologies
used throughout the adopted Comprehensive Plan. References to land use classifications, overlays
and the Future Land Use Map vary from section to section within the document, as well as on the
Future Land Use Map. The intent of the proposed text amendments is to rectify these variations and
establish consistency throughout the document and map. Making the classifications and
terminologies consistent across-the-board is a necessary and relatively simple fix that will limit
confusion and potential misinterpretations for users of the document.
In addition, with the adoption of the Unified Development Ordinance (UDO), the development
ordinances referenced throughout the earlier adopted Comprehensive Plan are now incorrect. The
proposed amendments include replacing the references to the now repealed ordinances. The
proposed changes also include the addition of the new Conditional Zoning Districts and specific
Economic Development Districts (EDD) zoning districts to the Land Use and Zoning Matrix in
Appendix F of the Comprehensive Plan, consistent with the adopted UDO. Please see Attachment 1
for further analysis.
