8 <br /> poverty often have a tendency to overwhelm even the most capable and determined <br /> people, creating a phenomenon of cyclical, generational poverty. <br /> The high costs of homeownership in Orange County and the limited supply of safe, <br /> affordable rentat housing continue to be major challenges for low-income families. <br /> Rental households face serious challenges with high cost, inadequate supply, and <br /> competition with university students for limited housing stock. Access to <br /> transportation or to communities that are practically walkable also presents a <br /> difficulty, particularly outside Chapel Hill and Carrboro. <br /> How will the Orange County Consortium address the community's needs for <br /> decent, affordable housing? <br /> The Consortium will address these needs by partnering with local non-profit agencies <br /> such as: <br /> • Community Home Trust is a housing development corporation, whose operating <br /> budget is funded by Orange County, Chapel Hill, Hillsborough and Carrboro. The <br /> organization utilizes the land trust model for homeownership to create <br /> permanently affordable housing opportunities for Orange County residents. <br /> • Habitat for Humanity of Orange County is a strong local affiliate of the national <br /> organization. <br /> • InterFaith Council for Social Service (IFC) operates a homeless shelter and is a <br /> chief advocate for the homeless population. IFC also offers a program to prevent <br /> homelessness through financial assistance to families that are at risk of losing <br /> their permanent housing. <br /> • Orange Congregations in Mission serves northern Orange County, offering <br /> programs that prevent homelessness through financial assistance to families that <br /> are at risk of losing their permanent housing. <br /> • The Joint Orange-Chatham Community Action Agency is a local community action <br /> agency offering a wide variety of rehabilitation, weatherization, counseling and <br /> financial assistance to very low-income families. <br /> • EmPOWERment, Inc. is a community development corporation that promotes <br /> models of community building, problem solving and social action to mobilize low- <br /> income communities to build shared vision and power for community change. <br /> • Inter-Church Council Housing Corporation operates two apartment complexes in <br /> Chapel Hill with a combined 79 units of housing for low and moderate income <br /> famities. <br /> • Community Alternatives for Supportive Abodes builds and manages high-quality, <br /> affordable accessible housing in NC in order to create opportunities for citizens to <br /> achieve successful living. <br /> Over the next five years, the Consortium will strive to achieve the following goals: <br /> New affordable housing units developed: 30 <br /> Existing owner homes rehabilitated: 30 <br /> FY 201Q-2015 Canso(idated Plan 8 <br />
