12 <br /> in an efficient, responsive, and non-discriminating manner through <br /> organizationa/ partnerships, avai/ab/e resources, and innovative <br /> approaches. <br /> The 2010-2015 Consolidated Plan provides the guidelines for implementation of the <br /> above stated goals. It outlines the structure that will be used to meet the priority <br /> goals for the five year period 2010 - 2015. <br /> The FY 2010-2011 Annual Action Plan establishes the specific projects to be funded <br /> through the CDBG and HOME programs. The funded activities collectively address the <br /> three goals identified in the Five Year Consolidated Plan. <br /> This five-year Strategic Plan for housing and community development is the result of <br /> an extensive needs assessment and community outreach process by Orange County <br /> and the Town of Chapel Hill. By gathering and applying a wide variety of research <br /> data and community input, this comprehensive approach to housing and community <br /> revitalization was developed. This plan outlines the goals and priorities serving as the <br /> overall framework for the five-year strategy. <br /> FY 2010-2015 Consolidated Plan 12 <br />
