The developers had discussions with the University about addressing <br /> some of the needs of the University for more affordable housing to attract faculty and also an example of the <br /> kind of development they anticipate at Horace Williams. After several meetings, the Board of Trustees voted <br /> to sell the property to the developers with conditions. This transaction has not been completed. There has <br /> been no planning done on the property other than to identify the type of housing that could be built. <br /> Commissioner Brown said that she does not understand the affordable housing piece. Bob <br /> Chapman said that all the houses they build will be below market price. The second element is that Carrboro <br /> has a requirement that at least 25% of the houses be smaller units β€” 1350 square feet or less β€”and of that <br /> 25%, 10% are to be below 1100 square feet. The third element is that there would be 96 units based on <br /> income. <br /> Chair Jacobs suggested that the Board address questions to staff instead of the developer <br /> because it was getting late. <br /> Commissioner Brown said that we need to pursue our communication with Carrboro and let them <br /> know that we intend to work with them and remind them of how important working together is. Chair Jacobs <br /> will write a letter. <br /> Commissioner Carey said that he supports getting the answers to questions Commissioner <br /> Halkiotis stated above. He will ask questions at a future time. <br /> Chair Jacobs said that he does not think governments should communicate with one another via <br /> email. Orange County was first informed about the Winmore development by email. Chair Jacobs will write a <br /> letter to all municipalities and OWASA. He would like to see the Orange County Planning Board included in <br /> the process. He agrees with getting the answers to the questions above. Also, how the Adequate Public <br /> Facilities Ordinance fits in with the timing of this development. He noted that the issue of annexation is <br /> something that has been on the County Commissioners' legislative agenda for many years. He would like <br /> the Board to communicate to Carrboro that we would hope that we could go through a public hearing <br /> process. If annexation is to be considered, it should be done after a public hearing is held. We need to take <br /> every opportunity to have the concerns heard from citizens who live in the Northern Transition area. He <br /> would like for the Orange County Board of Commissioners to ask the developers to put in abeyance their <br /> request for annexation until after the public hearing in October as part of the joint planning process. <br /> Chair Jacobs will write the letter to Carrboro and share it with the members of the County <br /> Commissioners for comments before sending it to the Carrboro Board of Aldermen. <br /> There will be a report at the next meeting. <br /> NOTE: The Board of County Commissioners agreed to extend the meeting to 10:45 p.m. <br /> a. No Fault Well Repair Fund Policy <br /> The Board considered a policy for administering the No Fault Well Repair Fund. <br /> Alice White, member of the Orange County Board of Health, submitted the revised policy for the <br /> No Fault Well Repair Fund for the County Commissioners' consideration. Staff from the Health Department <br /> met with the community last April 7`h. Two concerns emerged β€” if pumps will be included in the policy and <br /> that a provision be made to reimburse retroactively those residents who had repairs made between October <br /> 10, 2001 and approval of the policy. The Environmental Subcommittee of the Board of Health addressed <br /> these concerns in the revised version. Specifically, pump repair is addressed on page eight with a prorated <br /> schedule of reimbursement based on the assumption that pumps have an average life span of 15 years. <br /> Secondly, on page 10, there is a section that specifies that residents who incurred costs between October 10, <br /> 2001 and the date of the approval of the policy may seek reimbursement with supporting documentation of <br /> the work that was done. The Board of Health recommends that the County Commissioners approve this <br /> revised policy. <br /> Health Director Rosemary Summers said that yesterday evening Ron Holdway met with some <br /> members of the community to go over the recommended changes and there were some more changes that <br /> they wanted to have considered. One is related to the policy itself. The members of the community wanted <br /> to take away any date restriction on the access to the well repair fund. <br /> Public Comment <br /> Barbara Trent presented a petition signed by 40 neighbors after yesterday's meeting with the <br /> County's Environmental Health Department. She requested to read a prepared statement. <br />
