Review of the VIPER (Voice Interoperability Plan for Emergency <br />Responders) Original Design and Implementation and Strategies to Improve Coverage <br />and Capacity <br />The Board considered implementing a plan to improve the original VIPER (Voice <br />Interoperability Plan for Emergency Responders). system installation by expanding both <br />coverage and capacity of the system and authorizing the Manager to sign. <br />Michael Talbert said that the main issues related to this are coverage and capacity, <br />which include additional towers and additional channels. Staff has had discussions with <br />Congressman Price and the State Highway Patrol, and the State Highway Patrol has <br />volunteered to assist the County with technical expertise. <br />
