70 <br />Land Use Goal 3: A variety of land uses that are coordinated within a program and <br />pattern that limits sprawl, preserves community and rural character, minimizes land <br />use conflicts, supported by an efficient and balanced transportation system. <br />Objective LU-3.6: <br />Establish consistency between the Land Use Plan and the Water and Sewer <br />Management Planning and Boundary Agreement and Map. <br />Objective LU-3.8: <br />Develop a process for implementing small area plan recommendations <br />through the revision of County policies and regulations. <br />Objective LU-3.9: <br />Create new zoning district(s) which allow for a mixing of commercial and <br />residential uses, a mixing of housing types, and creates a more pedestrian <br />friendly development pattern. New districts should be applied in areas where <br />public services exist or are planned for in the future, in areas that promote <br />higher intensity and high density uses on the Land Use Plan map. <br />Land Use Goal 6: A land use planning process that is transparent, fair, open, <br />efficient, and responsive. <br />Identify any activities this board/commission expects to carry out in 2012 as they <br />relate to established BOCC. goals and priorities. <br />If applicable, is there a fiscal impact (i.e., funding, staff time, other resources) <br />associated with these proposed activities (please list). <br />The .Board .will. continue its work. in partnership with staff to further implement <br />recommendations contained within small area plans (i.e. Efland/Mebane, Eno, and NC <br />57/Speedway Area). The BOCC has emphasized the need to revisit County regulations <br />as they pertain to Economic Development Districts (EDD) and other areas designated <br />for growth (e.g., Commercial-Industrial Transition Activity Nodes). As was the case <br />during 2011, the Planning Board would like to continue placing priority on the Planning <br />Department's work plan items that may have the greatest potential impacts on future <br />economic development opportunity in the County. This material reflects only the items <br />that will be brought forward to the Planning Board during the upcoming year and is not a <br />comprehensive list of other economic development initiatives that involve Planning Staff <br />(i.e. Utility service agreements with Mebane and Durham; development of water/sewer <br />districts; and engineering). <br />February 2012 Quarterly Public Hearing Items <br />Items Related to Economic Development and Small Area Plan Implementation: <br />• UDO Text Amendment to add a new zoning district (EDB-3) or revise an existing <br />district (EDB-1) and revise Section 5.1.4 to create additional development options <br />within the areas of the county slated for water and wastewater services and targeted <br />for development. <br />• Zoning Atlas Amendment to pre-zone certain properties in the Buckhorn/Mebane <br />Commercial-Industrial Transition Activity Nodes (CITAN) to prepare the area for <br />eventual non-residential development. <br />• UDO Text Amendment (and possible Comprehensive Plan text amendment) to add <br />
