18 <br />It should be noted that the ASAB has become a sounding board for the BOCC in <br />the review of animal-related policy issues raised by citizens. Staff sometimes <br />routes citizens to the ASAB prior to bringing an issue to the Board of County <br />Commissioners (BOCC). Recent examples include cat sheltering and the <br />County's nuisance ordinance with respect to crowing roosters. After hearing <br />citizens' concerns, the ASAB frequently draws upon the OCAS staff input and the <br />broad experience of ASAB members to make recommendations to the BOCC. <br />The ASAB recognizes the importance of the "human animal bond" and the role of <br />animal companions in enriching the quality of life for people. The ASAB has <br />given full support to the range of sheltering and animal control services that <br />address public health and safety, as well as responsible pet ownership and the <br />humane treatment of animals. <br />What are your Board/Commission's most important accomplishments? <br />The ASAB has partnered with staff to continue to facilitate partnerships with other <br />animal organizations. At many meetings there is a "Partner Profile" presentation. <br />In 2011, these included Independent Animal Rescue, the Coalition to Unchain <br />Dogs, Eyes, Ears, Nose and Paws, and Paws4Ever. <br />The ASAB worked with staff to review funding applications from outside <br />agencies. This was a productive endeavor as the board sought to identify <br />outside agencies that augment the "animal services" provided by the County. <br />The ASAB continued to work with staff to support and promote a strategic plan <br />for managing pet overpopulation. In 2010, the Community Spay and Neuter <br />Program received an Outstanding Program Award from the.. North Carolina <br />Association of County Commissioners. <br />The. ASAB Chair, Vice Chair and OCAS director also met with members of the <br />Agricultural Preservation Board and the Department of Environment, Agriculture, <br />Parks and Recreation to facilitate outreach and coordination with the agricultural <br />community. <br />Finally, the ASAB has continued to operate in ways that are consistent with the <br />changing role of boards and commissions in County governance.
