15 <br />Action steps that pertain to BOCC Goal Two, Priority 7: Improve intra-and <br />intergovernmental coordination, cooperation and collaboration. <br />Farm Plan Action Step 1 d): <br />Begin a dialogue with staff and elected officials in Orange County and the <br />municipalities in and adjacent to Orange County to discuss agricultural issues. <br />(Chapel Hill, Carrboro, Hillsborough, Mebane, Durham, etc.) <br />Action steps that relate to BOCC Goal Three (multiple priorities): Implement <br />planning and economic development policies which create a balanced, <br />dynamic local economy, and which promote diversity, sustainable growth and <br />enhance revenue while embracing community values, and <br />Goal Five (multiple priorities): Create, preserve, and protect a natural <br />environment that includes clean water, clean air, wildlife, important natural <br />lands and sustainable energy for present and future generations. <br />Farm Plan Action Step 1e): <br />Work with County departments and educate landowners to ensure that the Present <br />Use Value program and the exemption from County zoning for agriculture are fully <br />utilized to promote agriculture, horticulture, and forestry. <br />Farm Plan Action Step 1 fl: <br />Meet with conventional farmers, individually and in groups, to discuss the challenges <br />that are unique to large landowners and to determine if local government can help. <br />Farm Plan Action Step 1g): <br />Work with NCSU staff to explore new ways to provide tax assistance for farmers. <br />Farm Plan Action Step 2a): <br />Work with the Economic Development Department and agricultural agency boards to <br />develop a profile of the types of agricultural ventures that will enhance Orange <br />County. <br />Farm Plan Action Step 3a): <br />Expand existing programs that teach farming, such as the PLANT incubator at the <br />Breeze Farm. <br />Farm Plan Action Step 3c): <br />Begin a dialogue with successful farmers regarding a future apprentice program. <br />Farm Plan Action Step 5a): <br />Ask local governments to start buying locally grown and produced products for <br />government functions where food is provided. <br />
