Gordon Battle Courtroom in <br /> Hillsborough, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Alice M. <br /> Gordon, and Stephen H. Halkiotis <br /> COUNTY COMMISSIONERS ABSENT: Commissioners Margaret W. Brown and Moses <br /> Carey, Jr. <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill and Sean Borhanian <br /> COUNTY STAFF PRESENT: County Manager John M. Link, Jr. and Clerk to the Board <br /> Beverly A. Blythe (All other staff members will be identified appropriately below) <br /> PLANNING BOARD MEMBERS PRESENT: Vice-Chair Hunter Schofield and members Crauford <br /> D. Goodwin and Theodore W. OPENING REMARKS FROM THE CHAIR <br /> Chair Jacobs said that Commissioner Carey was at the Piedmont Health Services Board <br /> meeting, and Commissioner Brown was at an OPC Mental Health Board meeting. Chair Nicole <br /> Gooding-Ray of the Planning Board was also unable to attend. Vice-Chair Hunter Schofield was in <br /> attendance. <br /> B. PUBLIC CHARGE <br /> Chair Jacobs dispensed with the reading of the public charge. <br /> C. PUBLIC HEARING ITEMS <br /> 1. SCHOOLS ADEQUATE PUBLIC FACILITIES ORDINANCE MEMORANDUM OF <br /> UNDERSTANDING <br /> Planning Director Craig Benedict made this presentation. He said that the purpose <br /> of this quarterly public hearing was to hear a report about the Schools Adequate Public Facilities <br /> Ordinance (SAPFO) Memorandum of Understanding. This does not entail a change to the <br /> County's land development regulations at this time. The MOU is only the first step in the combined <br /> effort of all the jurisdictions and school systems to bring forth a land development regulation that <br /> would allow the synchronization of new development and the availability of seats within public <br /> schools. The changes that will be discussed tonight are the changes made within the past two <br /> years. The MOU has been distributed to all of the local governments and school districts. The <br /> Towns of Chapel Hill and Carrboro have approved the MOU. <br />
