62 <br />Page 2 of 2 James Morrissette <br />Through my association with the fire department I am familiar with viper radio issues and <br />how it relates to the fire department emergency response volunteers and their concerns. <br />I am aware of some of the critical issues in failed staffing and high turnover of 911 <br />operators. I can share my views and experience concerning the excessive overtime cost <br />associated with 911 employee turnover, poor work scheduling, and how it affects the <br />lives of the emergency 911 employees. Stability in-the 911 staffing of Orange county is <br />critical and will contribute to a successful 911 program for the county residents which can <br />lead to a win-win for both county and residents. <br />1 routinely check a couple very elderly residents who live alone and from time to time <br />require medical response. I know how a lengthly response time can be life threatening. <br />am aware of some of the medical response issues associated with lengthy ambulance <br />response times and some of the factors contributing to this problem. <br />In the last month I had to make a decision regarding a medical emergency. Should I to <br />drive to Duke emergency room (18 miles away with a patient with chest pains) or wait for <br />ambulance which may not arrive in 20 minutes. I called 911 and advised that I was <br />enrouted in my personal vehicle to Duke. <br />I am aware of the particular concerns of the volunteer fire department regarding <br />insurance ratings and its connection to response times,water availability and other <br />issues. I can share my understanding regarding the fire tax and how it affects the <br />volunteer fire departments.
