Map Showing Sewer Project Area <br />INFORMATION CONTACT: <br />Kevin Lindley, PE, Staff Engineer, 245- <br />2583 <br />Craig Benedict, Planning Director, 245- <br />2592 <br />PURPOSE: To receive an update on the progress of the Buckhorn-Mebane Phase 2 utility <br />design for economic development. <br />BACKGROUND: At this point in the process, the preliminary design of the infrastructure is <br />complete and the plans are currently being reviewed by both Orange County and City of <br />Mebane staff. The routing of the proposed water and sewer lines can be seen in Attachments <br />2 and 3, respectively. Once this review is complete, likely by the end of January, any comments <br />generated by the review will be forwarded to the County's engineering consultant, Hobbs, <br />Upchurch and Associates (HUA). HUA will incorporate the comments and create a final set of <br />plans for distribution to various State agencies for permitting and project approval. <br />From the time plans and permit applications are submitted to the State, HUA is anticipating a <br />minimum of 90 days until the permits have all been approved and issued. Amore realistic time <br />frame would likely be 4-5 months, which includes time for the County and HUA to receive and <br />respond to any comments from the State reviewers. This timeline is shown in Attachment 1. <br />Concurrent with permit applications for this project, planning and engineering staff are pursuing <br />a modified agreement with the City of Mebane to receive and treat the wastewater which will <br />ultimately be generated by the areas served with this infrastructure. Orange County currently <br />has an agreement with the City of Mebane, signed in 2004, which Mebane has agreed to <br />provide water and sewer utility service to a portion (approximately 800 acres) of the Buckhorn <br />Economic Development District (EDD) and land near the Petro Mart off of Buckhorn Road. <br />However, the gravity outfall section north of Bowman Road, which is part of this Phase 2 <br />infrastructure project, has the potential to serve an area not covered by the existing agreement. <br />A draft version of this modified agreement, which will include over 400 additional acres, is <br />
