Fikes, (919) 245-2490 <br />PURPOSE: To approve the Citizen Participation Plan for use in the implementation of <br />federal and state housing programs. <br />BACKGROUND: Citizen participation is an essential component in the planning, <br />development and implementation of all federal and state funded housing programs. The Plan <br />sets forth a process to allow citizen input at all stages of housing program implementation as <br />well as during the evaluation and monitoring phases. <br />The most recent Citizen Participation Plan was approved on December 7, 2009. During a <br />recent visit from the County's state Community Development Representative, it was noted that <br />the County's Citizen Participation Plan did not include the provisions of the Administrative Code <br />specific to this Plan. Therefore, staff has revised the Plan to comply with this section of the <br />Code and those revisions are noted in bold. This revised Plan must be formally adopted by the <br />Board of Commissioners. <br />Adoption of this policy is a requirement for continued participation in NC Small Cities <br />Community Development Block Grant (CDBG) Program and the federal HOME Investment <br />Partnership Program. <br />FINANCIAL IMPACT: There is no financial impact associated with consideration of this Plan <br />adoption. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Citizen <br />Participation Plan for use in the implementation of federal and state housing programs. <br />
