Orange RaCE Test Report
1.0 Introduction
Radio system coverage conformance testing is defined by three performance criteria:
channel performance criterion (CPC), service area definition with conditions, and the
validated service area reliability.
The RaCE test set was designed by CTA to measure end -to -end radio system coverage
performance. The RaCE test set can be utilized for conformance testing. It can also be
used to test and evaluate other system coverage performance characteristics. The
RaCE test set consists of two units: a stationary unit and a mobile unit. The combination
of these units allows sequential testing of both RF uplink and downlink communication
paths. The RaCE test set is capable of testing the entire RF communication path,
measuring the talk -out signal strength of the control and working channels, and directly
measuring the delivered audio quality (DAQ) of both the talk -out and talk -in RF path.
1.1 Purpose
Orange County Emergency Services in Orange County, North Carolina tasked CTA to
conduct an evaluation of the radio coverage provide by the State's Voice Interoperability
Plan for Emergency Responders (VIPER) network within their service area.
There were two specific goals of this testing:
• To determine the DAQ (Delivered Audio Quality) the VIPER radio system can provide
to Orange County Emergency Services.
• To gather signal strength (control channel) data from the seven VIPER sites most
likely to provide service to Orange county.
