Exhibit B —Scope of Services —Fiscal Year 2011-12
Orange County Outside Agency Performance Agreement Certification
Funded Amount: $20,000
Agency: Planned Parenthood of Central North Carolina
Program: Education Programs
Purpose: Train 24 Orange County youth as Peer Educators, 12 of whom will be Latino.
Peer Educators will receive 40 hours of training around issues of sexuality, healthy
relationships, and other areas of concern and interest to youth. Trained Peer Educators will
work within their schools and communities to disseminate this information to an additional
720 youth.
Through our digital initiatives aimed at reaching young people and communicating with
them in ways relevant to their lives, young people will access up-to-date, accurate
reproductive health information, find out about our health services, get involved or
volunteer, make an appointment, or even order a refill on birth control pills — all in a safe,
anonymous and familiar environment.
Outcomes
The desired outcomes of PPCNC education programs are to delay initiation of sexual
activity, improve contraceptive use for sexually active young people, and prevent pregnancy
and sexually transmitted infections among teens and emerging adults. While we don't have
the resources to track this over time for participants, we do evaluate behaviors, attitudes and
knowledge that are directly linked to these outcomes. For the purposes of this grant, we will
track the following key indicator of sex education programs that work:
• 75% of education participants attend programs that "implement with fidelity" one of
the program(s) identified by Kirby as effective or a program developed using the key
characteristics of effective programs identified by Kirby. (Quarterly review of fidelity
logs to ensure no risky or unacceptable adaptations as identified by O'Conner et al.)
For the purposes of this grant, we will track the following key indicators of digital work:
• Through the national call center, implement real-time Chat services to provide basic
reproductive health information and make appointments (Implement by June 30,
2012)
• Minimum 100 PPCNC medical forms are downloaded each month (up from 50)
• 1,000 Facebook fans actively engage in our work (volunteer, donate, take action) (up
from 450)
