John Roberts made reference to subsection A-1-c and how to qualify <br /> someone to be a member of the board. He thinks that the Board decided that it be <br /> someone that is registered to vote and a resident of Orange County. He suggested <br /> changing this "registered to vote and a domiciliary of Orange County." He said that <br /> domiciliary has a more lasting effect and is very clearly defined. <br /> Commissioner Yuhasz said that he recalled a discussion about the <br /> possibility of felons that have served their sentences but may not be allowed to <br /> register to vote, but who might serve as advisory board members. <br /> Commissioner Gordon said that it should say, "registered to vote." She <br /> has a strong feeling that the wording should be "registered to vote." <br /> Chair Pelissier said that she would not mind having felons if they have <br /> served their time. <br /> Commissioner Gordon said that if it says domiciliary, there should be a <br /> footnote that says what that means. <br /> Commissioner Foushee said that she also recalls the discussion about <br /> felons. She thinks that in situations where felons have served their time, she thinks <br /> that citizens should be able to participate. <br /> John Roberts said that there is a statement that says that the <br /> Commissioners may waive any one of these requirements under special <br /> circumstances. <br /> Commissioner Yuhasz said that with this kind of restriction, it would <br /> discourage potential applicants. <br /> Commissioner Hemminger suggested changing the "shall"to "should be <br /> registered to vote,"with an asterisk that says, "see exception on page xx,"so that <br /> the person can see if they qualify. <br /> Chair Pelissier suggested "shall be domiciliary"and "should be registered <br /> to vote." <br /> John Roberts said that if there is disagreement on "registered to vote," <br /> hen he would be ok with taking it out and leaving domiciliary. <br /> Commissioner Yuhasz and Commissioner Jacobs agreed with taking out <br /> "registered to vote." <br /> Chair Pelissier suggested the language, "should be registered to vote, if <br /> eligible." <br /> Commissioner Jacobs said that all of this language would make it seem <br /> that the County does not want certain people serving. <br /> Chair Pelissier asked for a show of hands for those wanting to take out <br /> the wording related to voting. There were 6 in favor and 1 against (Commissioner <br /> Gordon). This was not a formal vote. <br /> The Board agreed with replacing "resident" with "domiciliary." <br /> Commissioner Foushee made reference to page 3-13, item h, and <br /> suggested taking out "serve the Commissioners." This strikes her wrong. She likes <br /> the language in item i that the board members are representatives of the Orange <br /> County Board of Commissioners. <br /> The Board agreed to delete item h on page 3-13. <br /> B.
